The defect: CHANGZHOU NANXIASHU IS RECALLING MODEL YEAR 2005-2007 TRAILERS FOR FAILING TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 110, "TIRE SELECTION AND RIMS" IN THAT THEY ARE MISSING A TIRE PLACARD LABEL. ALSO, THE GVWR ON THE CERTIFICATION LABEL ON SOME OF THE TRAILERS IS INCORRECT. FINALLY, THE GVWR AND GAWR MUST BE STATED IN POUNDS.
The risk: THE MISSING AND INCORRECT INFORMATION COULD LEAD TO IMPROPER VEHICLE LOADING OR TIRE INFLATION WHICH COULD INCREASE THE RISK OF A CRASH.
The remedy: CENTRAL PURCHASING IS CONDUCTING THE REMEDY FOR THIS CAMPAIGN AND CORRECTED LABELS WILL BE MAILED TO CONSUMERS WITH INSTRUCTIONS TO PROPERLY AFFIX THE CORRECTED LABEL TO THE TRAILER PLEASE SEE 09V-224. OWNERS MAY CONTACT CENTRAL PURCHASING AT 1-805-388-1000.

Safety recall
A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Safety investigation
NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
Manufacturer communication
Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
