Two views of the same underlying records, kept separate on purpose. Ranking by recent volume tells you where reports are arriving in bulk; ranking by rate tells you where something has changed. A vehicle can top one list and be absent from the other.
Complaints are reports submitted to NHTSA by owners and drivers. NHTSA does not verify most reports before publishing them, and a complaint does not establish that a defect exists. Volume is influenced by how many of a vehicle were sold, how long it has been on the road, and how much attention an issue has received.

Ranked by the number of complaints filed with NHTSA in the last 90 days
This list is dominated by high-volume models, because a vehicle that sold in the hundreds of thousands generates more reports than one that sold in the thousands even when both behave identically. Read it as “what is being reported most”. It is not a quality ranking, and a higher position does not mean a vehicle is more likely to develop a fault than one below it.

This list controls for the popularity effect above by comparing each vehicle only with itself: the score is its 30-day count divided by every complaint it has ever received. A vehicle needs at least 15 lifetime complaints and 3 in the last 30 days to appear, so a model going from one report to four cannot top it on noise alone.
