2002 East Manufacturing Dump

Recalls, owner-reported complaints, investigations and safety data

Owner complaintsComplaints are reports submitted to NHTSA by owners and drivers. NHTSA does not verify most reports before publishing them, and a complaint does not establish that a defect exists. Volume is influenced by how many of a vehicle were sold, how long it has been on the road, and how much attention an issue has received.
0
Safety recallsA safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.

InvestigationsNHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
0
Crash or fire reportedComplaints whose submitter recorded that a crash or a fire occurred. These are the reporter's own answers on the NHTSA form, not verified findings.

888 units potentially affected
The defect: ON CERTAIN DUMP TRAILERS, THE 8-INCH FIVE STAGE TELESCOPIC CYLINDER COMMONLY REFERRED TO AS A "SUPER DUMP", WITH USE THE PACKING NUT ON THE FOURTH STAGE RETAINING THE PLUNGER CAN LOOSEN, BACKING OFF THE FOURTH STAGE. THIS CONDITION, IF NOT REMEDIED, CAN CONTINUE UNTIL THE PACKING NUT BACKS COMPLETELY OFF THE STAGE. IF THIS OCCURS, THERE IS NOTHING TO RETAIN THE FIFTH STAGE (PLUNGER) IN THE ASSEMBLY.
The risk: WHEN THE CYLINDER IS EXTENDED TO ITS MAXIMUM STROKE, THE FIFTH STAGE CAN SEPARATE FROM THE CYLINDER ASSEMBLY CAUSING LOSS OF CONTROL OVER THE TRAILER, ALLOWING THE TRAILER TO FREE FALL, POSSIBLY CAUSING SERIOUS INJURY OR DEATH.
The remedy: PARKER HANNIFIN WILL PROVIDE A FIELD MODIFICATION KIT #375 1805 206 TO SECURE THE PACKING NUT IN POSITION FREE OF CHARGE. OWNERS WHO DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT PARKER HANNIFIN AT 1-888-231-7461 OR EAST AT 330-325-9921.

382 units potentially affected
The defect: CERTAIN FLATBED, DUMP, TRUCK DOLLY, UNLOADER, FRAMELESS, AND PUP TRAILERS FAIL TO COMPLY WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 121, "AIR BRAKE SYSTEMS." THESE VEHICLES HAVE INACCURATE WEIGHT-RELATED INFORMATION ON THE CERTIFICATION LABELS.
The risk: IF THAT INACCURATE INFORMATION IS RELIED UPON BY THE OWNER OF THE VEHICLE, THEN EXTRA WEIGHT LOADED ONTO A VEHICLE COULD AFFECT THE AIR BRAKE SYSTEM PERFORMANCE.
The remedy: DEALERS WILL CORRECT THE CERTIFICATION LABEL. OWNER NOTIFICATION IS EXPECTED TO BEGIN DURING SEPTEMBER OR OCTOBER 2002. OWNERS WHO TAKE THEIR VEHICLES TO AN AUTHORIZED DEALER ON AN AGREED UPON SERVICE DATE AND DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT EAST MANUFACTURING AT 1-330-325-9921.
