The defect: Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Touring and CVO Touring motorcycles, including 2017-2019 FLHTCU, FLHTCUL, FLHTK ANV, FLHTKL, FLTRU, FLHTK, and 2016-2019 FLHTKSE, FLHTKSE ANV, and FLTRUSE models equipped with a Harley-Davidson Detachable Tour-Pak Luggage Conversion Kit (Part numbers 53000291, 53000291A, and 53000567). The kit did not include replacement rear red reflectors for the ones that are eliminated by installing this kit. As such, these motorcycles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, "Lamps, Reflective Devices, and Associated Equipment."
The risk: Without the rear red reflectors, the motorcycle has reduced visibility to other drivers, increasing the risk of a crash.
The remedy: Harley-Davidson has notified owners, and dealers will install the replacement reflectors, free of charge. The recall began August 19, 2019. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson's number for this recall is 0629.

For details on software notes see the owner's manual. This bulletin helps the dealer locate needed information to update and service Boom! Box Audio Infotainment systems. It also lists software revisions release dates. This information applies to all Touring, Touring CVO and Trike models equipped with a Boom! GTS Infotainment system.

FUEL SYSTEM, OTHER:FUEL FILTER; POWER TRAIN

SERVICE BULLETIN M1510: MILWAUKEE-EIGHT ENGINE - NEW OIL FILTER. REVISION. PURPOSE: To inform dealers of an improved oil filter for the Milwaukee-Eight® (MKE-8) engine. The new oil filter uses the same synthetic 5-micron media as the current filter, however, the new oil filter effective media surface area was increased by 25%. The increased media supports the higher oil flow rate of MKE-8 engines. Fitment, clearance and performance testing has only been performed on MKE-8 vehicles. All Twin Cam vehicles continue to use the current oil filter.

TIRES:PRESSURE MONITORING AND REGULATING SYSTEMS

TECHNICAL TIP BULLETIN TT459: TIRE PRESSURE MONITORING SYSTEM (TPMS). Revision. PURPOSE: To inform dealers of the use and operations of vehicles equipped with TPMS (Tire Pressure Monitoring System). This system offers convenient monitoring of air pressure within each tire, and alerts the rider if tire pressures fall below specification. Both dealers and customers have raised questions regarding TPMS and how the system works. The intention of this bulletin is to answer some questions, and improve the general knowledge of: Functioning tire pressure sensors & Installation practices. All testing of the TPMS is done by using the TPMS diagnostics and diagnostic tips in the service manual or its supplement of that year and model vehicle or using DIGITAL TECHNICIAN II (PART NUMBER: HD-48650).

SERVICE BULLETIN M1501: 2018 – 2020 CVO SMOKED SATIN CHROME EXHAUST SHIELD FINISH. PURPOSE. REVISION. This bulletin informs dealers that the 2019 Touring CVO Smoked Satin Chrome exhaust shield finish changed from the 2018 finish during the model year change from a satin finish to a gloss finish. Harley-Davidson has created new part numbers for 2020 Smoked Satin exhaust shields. These new parts will also become the service parts for 2018 Smoked Satin Chrome exhaust shields and will exhibit the satin finish. The previous part numbers used in 2018 will continue to be produced with a glossy appearance and will be the service part for 2019 vehicles.
