AMENDMENT TO SAFETY COMPLAINT: FAILURE OF RECALL REMEDY / USE OF LEGACY PART Vehicle: 2020 Honda HR-V NHTSA Recall Campaign Number: 23V858000 (Low-Pressure Fuel Pump) [The 2020 Honda HR-V is under an active, massive federal safety recall for low-pressure fuel pump failure.] Chronological Safety History: •January 2025: Mandatory fuel pump safety recall performed at an authorized Honda franchise. •September 2025: Catastrophic engine stall occurred at highway speeds. •June 12, 2026: Second catastrophic engine stall occurred at highway speeds. Critical Update: Following these severe stalling events, I presented the vehicle to franchised dealer Zeigler Honda. The dealership service department engaged in fraudulent diagnostic practices to evade liability. They falsely claimed the stalling was due to "bad gas," refused to perform a secondary repair, and released a hazardous vehicle back onto public roads. Due to the immediate threat to public safety, I brought the vehicle to a certified independent mechanic. Upon replacement of the system, a component breakdown revealed that the recall part installed in January 2025 was actually an identical, low-density defective legacy component subject to the original recall. The independent mechanic's invoice factually confirms a total mechanical failure of this fuel pump component [The 2020 Honda HR-V is under an active, massive federal safety recall for low-pressure fuel pump failure.]. The system breakdown confirms the plastic impeller deformed and jammed, completely disproving Zeigler Honda's fabricated "bad gas" diagnosis [Honda’s official recall documentation states that the low-pressure fuel pump fails because the plastic impeller absorbs fuel, deforms, and jams against the pump housing, causing the vehicle to stall.]. Regulatory Request: I request that the Office of Defects Investigation (ODI) audit this dealership immediately. Zeigler Honda is actively falsifying safety diagnoses to cover up the defective fuel pump

Car has 22,000 miles and has a bad fuel pump causing multiple cylinder misfire and loss of power. There was a recall on others in the same year but not this one giving the year and millage and the fact that it's the same issue as the recalled other units logically it should have been part of the recall, and the recall needs to be broadened to include these batches of fuel pumps as well. as is its and expensive repair for a defective part that could be a safety issue. My car keeps stalling. It stalled on me about 10 times already. It keeps happening when I’m driving slow and on a stop light. I took it to 2 mechanics and they said the system is not showing anything. I took it to the dealer and said the same thing. The dealer had my car for 3 days, trying to test drive it but they said nothing happened and they don’t know what’s wrong. I took the car back, drove it the next day and it stalled on me again. It stalled on a parking lot, it stalled on a stop light 4 times today 9/25/2025. I took it to another mechanic and they said it’s the fuel pump. They told me that 2020 Honda HRV had recalls for the fuel pumps but my car VIN is not part of it.

One of the many times my car would not start. I was trying to leave work and my Honda HR-V would not start. [XXX] at [XXX] - I got in my car to drive to work, and it gave a stuttering sound. I contacted Honda on November 18th 2024 about the recall and was told my name would be put on a list and I’d be contacted when the part became available. My mother went into the Dover, Delaware Honda location today, [XXX], to inquire about an ETA on the recalled part and she was told that the recalled part “Was not being released”. She was also told, by the Assistant Service Manager that he waited 8 months for this recalled part to be fixed on his vehicle. He could not give me an estimated time on when they’d receive the part, but my car is definitely affected by the recalled part (stalling and my car not being able to start are some of the issues affected by this faulty part) and I don’t want to risk my life in an accident, simply trying to get to work, while waiting for a part that Honda may not have available for 6-8 months. Sometimes when I am driving on any road flat, incline, up a hill/mountain trying to merge into traffic/pass a vehicle. I think I covered all of the situations. There is a DRAMATIC LOSS OF POWER or a PLAY or SOMETHING where I have to push the accelerator all the way to the FLOOR in order for it to get gas or gain speed to pass or to accomplish the task at hand. My 2020 HR-V only has a little over 17,500 miles. I also only put in gas from QT which is a TOP TIER GASOLINE. So I don’t know what the problem is but I am going to end up having a wreck because of this or worse dying because of this problem.
