The defect: NAVISTAR IS RECALLING CERTAIN MODEL YEAR 2003 THROUGH 2008 HEAVY TRUCKS MANUFACTURED BETWEEN APRIL 1, 2003 AND DECEMBER 21, 2007, EQUIPPED WITH CATERPILLAR C15 ENGINES. THE VARIABLE VALVE ACTUATION (VVA) OIL LINE MAY WEAR AGAINST THE P-CLIPS RETAINING THE OIL LINE, CAUSING AN OIL LEAK.
The risk: AN OIL LEAK COULD RESULT IN A FIRE.
The remedy: NAVISTAR IS WORKING WITH CATERPILLAR TO REPAIR THE ENGINES FREE OF CHARGE. PLEASE SEE 09E-020. THE SAFETY RECALL BEGAN ON OCTOBER 23, 2009. OWNERS MAY CONTACT CATERPILLAR AT 1-800-447-4986 OR NAVISTAR AT 1-260-461-1890.

PARKING BRAKE

The defect: ON CERTAIN 6X4 OR 6X6 TRUCKS WITH AIR BRAKES OR TRACTORS WITH AIR BRAKES AND EQUIPPED WITH BENDIX SR-7 SPRING BRAKE MODULATING VALVES, THE INTERNAL RUBBER CHECK VALVE MAY LEAK CAUSING A DELAY IN THE APPLICATION OF THE SPRING BRAKES TO PARK THE VEHICLE AFTER THE OPERATOR PULLS THE DASH VALVE BUTTON.
The risk: THIS COULD DELAY OR FAILURE IN APPLYING THE PARKING BRAKES WHICH COULD RESULT IN A VEHICLE ROLL AWAY, INCREASING THE RISK OF A CRASH.
The remedy: INTERNATIONAL IS WORKING WITH BENDIX TO REPAIR THESE VEHICLES (PLEASE SEE 07E-037). BENDIX WILL INSTALL A CHECK VALVE REPAIR KIT FOR THE AFFECTED SR-7 SPRING BRAKE MODULATING VALVE FREE OF CHARGE. THE RECALL BEGAN ON SEPTEMBER 28, 2007. The defect: CERTAIN TRUCKS BUILT WITH A 8X6 WHEEL CONFIGURATION (TRIDEMS) FAIL TO COMPLY WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 121, 'AIR BRAKE SYSTEMS.' THE AS-BUILT AIR BRAKE COMPONENT SIZE AND CONFIGURATION ARE INADEQUATE FOR THE EXTENDED WHEELBASES CAUSING THE MID-REAR AND REAR-REAR AXLE BRAKE APPLY TIMING TO BE NONCOMPLIANT WITH THE STANDARD.
The risk: THE LONGER BRAKE APPLY TIME MAY RESULT IN EXTENDED STOPPING DISTANCES, WHICH COULD RESULT IN A CRASH.
The remedy: DEALERS WILL CHANGE THE AIR HOSING (TO 3/4" DIAMETER) FROM THE AIR TANK; AIR HOSING (TO 3/4") FROM THE ABS-MODULATOR VALVES TO SERVICE BRAKE QUICK RELEASE VALVES; AND THE SERVICE BRAKE QUICK RELEASE VALVES WILL BE UPGRADED WITH LARGER PORTS TO ACCOMMODATE HIGH AIR FLOW FREE OF CHARGE. THE RECALL BEGAN ON MARCH 10, 2006. OWNERS MAY CONTACT INTERNATIONAL AT 1-800-448-7825.

What a recall is

Safety recall
A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.
Safety investigation
NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
Manufacturer communication
Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
