CLUTCH FAILS TO ENGAGE, OR ONLY PARTIALLY ENGAGES, WHEN TRYING TO START UP OR ACCELERATE WHILE MOVING. 1999 & 2000 MODELS OF THIS MOTORCYCLE ARE NOW BEING RECALLED FOR THIS PROBLEM, BUT THIS PROBLEM ALSO EXISTS IN 1996 AND OTHER YEAR MODELS AND ARE NOT BEING RECALLED. THIS IS DANGEROUS BECAUSE MOTORCYCLE MAY NOT MOVE WHEN YOU EXPECT IT TO, PUTING IT INTO THE PATH OF TRAFFIC. THE MOTORCYCLE CLUB FOR THIS MODEL (COG, CONCOURS OWNERS GROUP) HAS MANY MEMBERS WHO HAVE REPORTED THE SAME PROBLEM. WHEN THEY DISASEMBLE THE CLUTCH THEY FIND THE STAR SPRING ARMS BROKEN OFF AND PARTS JAMING CLUTCH DISKS AND BASKET.
