The defect: LODAL IS RECALLING 19 MY 2008-2009 EVO TRUCKS EQUIPPED WITH CERTAIN HALDEX QUICK RELEASE VALVES (QRV). THE RUBBER DIAPHRAGM INSIDE THE QRV MAY EXPERIENCE DELAMINATION RESULTING IN SIGNIFICANT LEVELS OF AIR PRESSURE LEAKAGE PAST AND/OR THROUGH THE DIAPHRAGM, OR THE DEVELOPMENT OF A BUBBLE IN THE DIAPHRAGM WHICH MAY TRAP AIR PRESSURE IN THE VALVE AND NOT ALLOW THE SERVICE BRAKES TO RELEASE.
The risk: MALFUNCTION OF THE AIR BRAKE SYSTEM COULD RESULT IN A VEHICLE CRASH.
The remedy: LODAL IS WORKING WITH HALDEX TO NOTIFY OWNERS. HALDEX IS HANDLING THE REMEDY FOR THIS CAMPAIGN PLEASE SEE 09E-004. HALDEX WILL REPAIR THE AFFECTED VEHICLES FREE OF CHARGE. THE RECALL BEGAN ON JULY 15, 2009. OWNERS CAN CONTACT HALDEX AT 1-816-891-2470.

Safety recall
A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Safety investigation
NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
Manufacturer communication
Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
