Strong fuel smell after refueling and topping off the gas tank. The smell is inside as well as outside driver side rear door. This occurs each time after I put gas in the car and the smell remains.

Strong smell of gas noted at the driver rear wheel well after a fillup. Under the rear seat, the top of the fuel tank is under a pool of gasoline. The cap that covers pump/filter/sending units is leaking. I cleaned up the gasoline, and almost immediately the indent on the top of the tank began filling up with gasoline again. Air is getting into the fuel system, making it difficult to start. No warning lights to indicate an issue.
