THE DRIVER LOST CONTROL OF THE VEHICLE DUE TO INCLEMENT WEATHER. VEHICLE HIT THE GUARD RAIL. AND AS A RESULT, DRIVER'S FACE HIT THE WINDSHIELD BECAUSE THE SEAT BELT DID NOT OPERATE AND LOCK.
