The defect

IN VERY COLD WEATHER, MOISTURE THAT ENTERS OR MAY BE PRESENT IN THE THROTTLE CABLE HOUSING MAY FREEZE, CAUSING THE THROTTLE TO STICK. INSUFFICIENT SLACK IN THE THROTTLE CABLE INSIDE THE ENGINE COMPARTMENT MAY CAUSE THE CABLE TO BEND. THIS CAUSES THE THROTTLE TO REMAIN SLIGHTLY OPEN. VEHICLE SPEED WILL BE HARD TO CONTROL.

The remedy

DEALER WILL REPAIR THE THROTTLE LINKAGE AT NO COST TO OWNER.

A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.
