A RELAY IN THE FLASHING CIRCUIT COULD FAIL.

RED WARNING LIGHTS WOULD NOT FLASH, BUT WOULD BE ONCONSTANTLY.

REPLACE DEFECTIVE FLASHER UNITS WITH NEW UNITS WITH RELIABLE RELAYS.
