The defect
SAFETY BELTS WERE NOT PROVIDED FOR EVERY SEATING POSITION ON THE REAR FACING SEATS.
The risk
OCCUPANTS OF THESE SEATS WOULD BE MORE LIKELY TO SUSTAIN INJURY IN A SUDDEN STOP OR ACCIDENT; ALSO VEHICLES WOULD NOT CONFORM TO FMVS S208.
The remedy
INSTALL SEAT BELTS FOR REAR FACING SEATS.
