The defect: THE THREADED INSERT WHICH ATTACHES THE SAFETY BELT CATCH TO THE FRONT SEAT WAS INCORRECTLY MANUFACTURED.
The risk: THIS CONDITION CAN REDUCE RESTRAINING CAPABILITY OFTHE SAFETY BELT IN SEVERE COLLISIONS.
The remedy: DEALERS WILL REPLACE THE THREADED INSERT IN THE AFFECTED FRONT SEATS.

THE OFFICE OF DEFECTS INVESTIGATION OPENED THISINVESTIGATION ON JANUARY 16, 2003.THE BASIS FOR OPENING THE INVESTIGATION WAS 15 CONSUMER REPORTS ALLEGING GASOLINE LEAKING FROM THE FUEL STORAGE TANK.VOLVO PROVIDED 43 ADDITIONAL REPORTS IN ITS RESPONSE TO THE PRELIMINARY EVALUATION, 4 OF WHICH WERE DUPLICATES OF THE 15 ODI REPORTS. THIS INVESTIGATION HAS BEEN UPGRADED FOR FURTHER STUDY.

(1) DRIVING NORMALLY DOWN THE ROAD, SUDDENLY (2) THE CAR HAD NO POWER (COULD NOT ACCELERATE, IT FELT LIKE THE POWER STEERING AND POWER BRAKES WERE GONE), BUT THE ENGINE APPEARED TO BE RUNNING (I COULD STEP ON THE ACCELERATOR PEDAL AND CHANGE THE ENGINE RPMS), BUT DIDN'T GENERATE ANY POWER (IMPROPER AIR/FUEL RATIO?). ONCE I TOOK MY FOOT OFF THE ACCELERATOR, THE ENGINE STALLED. (3) I PULLED OVER TO THE SIDE OF THE ROAD AND TURNED THE CAR OFF. IF I STARTED THE CAR NORMALLY, IT WOULD TURN OVER, BUT NOT START--IT ACTED LIKE IT WAS FLOODED. HOWEVER, BY STOMPING HARD ON THE ACCELERATOR PEDAL WHILE STARTING THE CAR ALLOWED IT TO START NORMALLY AND I COULD CONTINUE. THIS HAPPENED A TOTAL OF 5 TIMES DURING APPROXIMATELY 50 MINUTES OF DRIVING IN 3 DIFFERENT SEGMENTS. I HAVE SUBSEQUENTLY PARKED THE CAR AND HAVE NOT DRIVEN IT SINCE. I WAS VERY LUCKY, AS THE SITUATIONS IN WHICH THE CAR EXHIBITED THIS PROBLEM ALLOWED ME TO SAFELY GET OFF THE ROAD. I CAN IMAGINE MANY SITUATIONS IN WHICH I WOULD HAVE BEEN IN AN ACCIDENT, HENCE I HAVE STOPPED DRIVING THE CAR. *JB

WIPER LOOSES CONTACT WITH WINDSHIELD BETWEEN 1 AND 11 OCLOCK POSITION. THIS OCCURS ON THE DRIVERS SIDE AND RESULTS IN INEFFECTIVE CLEARING OF RAIN. I HAD HEARD ON A WEB SITE THAT THE ARMS WERE MIS-CAST. THE WIPER SPRINGS ARE STRONG AND GIVE GOOD TENTION BUT BOTTOM OUT PREVENTING CONTACT WITH THE WINSHIELD BECAUSE THE WIPER ARM PORTION NEAR WHERE IT BOLTS TO THE MOTOR MUST FLARE OUT TO FAR. I REMOVED THE ARM AND IT IS A SOLID CAST MATERIAL, PERHAPS ALUMINUM. IT DOESNT APPEAR THAT IT COULD BEND EASILY. IT'S CROSS WEBBED AN SEEMS ALMOST STRUCTUAL IN STRENGH. SO THE BLADE WHEN IT'S ALMOST STRAIGH UP SEEMS TO FLAP AROUND ABOUT 1/4 ABOVE THE GLASS.
