NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

This article supersedes TSB 23-2326 to remove a DTC from the Issue and Action. Some 2021-2023 Mustang Mach-E built on or before 15-Sep-2023 and 2022-2023 E-Transit vehicles may experience an illuminated powertrain malfunction (wrench) indicator with diagnostic trouble codes (DTC) U3000:16, U3000:64, U3000:04 and/or U3000:45 in the off-board charging controller (OBCC) module and the high voltage (HV) battery will not charge using a level 3 direct current (DC) fast charging station/electrical vehicle supply equipment (EVSE). This may be due to the software in the OBCC. To correct the condition, follow the Service Procedure to reprogram the OBCC.

Certain 2021-2022 Model Year Mustang Mach-E and 2022 Model Year E-Transit Vehicles - Off-Board Charger Controller Module Programming Some Mustang Mach-E, and E-Transit battery electric vehicles (BEV) may experience inability to charge at certain charging stations

ELECTRICAL SYSTEM

Some 2021-2023 Transit, 2022-2023 E-Transit vehicles built on or before 17-feb-2023 may exhibit an uncommanded/erratic wipers and/or washer operation. It may also exhibit diagnostic trouble code (DTC) B1131, an inoperative left headlamp, and/or inoperative horn. This may be due to a poor connection at ground G110 in the left side of the engine compartment. To correct the condition, inspect ground G110 and verify eyelet anti-rotational tab is properly located and ground fastener is properly secured. Refer to Wiring Diagram, Cell 010. For claiming, use causal part 14401 and M-Time.

ELECTRICAL SYSTEM

This article supersedes TSB 22-2355 to update the vehicle model years affected. Some 2021-2023 Mustang Mach-E, 2022-2023 e-Transit and F-150 Lightning vehicles may experience inoperative level 3 charging with an illuminated Charger Service Required indicator in the instrument panel cluster (IPC) and diagnostic trouble codes (DTCs) P0D93:00, P0D94:00, P0D98:00, P0D9E:00 and/or P0DA0:00 in the secondary on-board diagnostic module (SOBDM). If the charging cord is removed from the charge port without the lock/release button fully pressed, this can damage the charge port locking pin actuator and disable level 3 charging for the next charging session. To correct the condition, follow the Service Procedure to replace only the charge port lock actuator.
