What a recall is
- Safety recall
- A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.
- Safety investigation
- NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
- Manufacturer communication
- Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.

CNG Fuel System Integrity
The Office of Defects Investigation (ODI) is only aware of the one subject fuel container rupture incident on the subject vehicles that first prompted this investigation. The subject CNG fuel system and fuel container design, material, manufacture, assembly and performance appear to be consistent with certain other manufacturers of CNG vehicles and related items of motor vehicle equipment, and in accordance with standards in effect at the time of manufacture. Since the subject incident, new and revised industry standards have advanced CNG fuel system and fuel container integrity and safety. In 2019, NHTSA noted an extremely low failure rate of CNG fuel containers, in a notice of proposed rulemaking (NPRM) to amend the visual inspection labeling requirement in FMVSS 304. NHTSA also entered a strategic partnership project (SPP) with the National Renewable Energy Laboratory (NREL) to assess fuel system and fuel container integrity requirements in an effort to update FMVSS Nos. 303 and 304. In NREL's report, they provided several considerations that reflect minimum safety standards, as well as industry best practices, to harmonize applicable light-, medium-, and heavy-duty natural gas and propane fuel vehicle codes and standards.Given these activities and the low rate of CNG fuel container ruptures in general, and the lack of other incidents among the subject vehicle population, indicating a lack of a safety defect trend, NHTSA is closing this investigation. The closing of this investigation does not constitute a finding by NHTSA that no safety-related defect exists. CNG Fuel System Integrity
On April 3, 2014 in Howard, Wisconsin, a model year 2014 Freightliner Business Class M2 truck manufactured by Daimler Trucks North America LLC (DNTA) experienced a catastrophic CNG fuel container burst when it was struck by an unsecured forklift being transported inside the truck's cargo compartment.A contractor working for the National Center for Statistics and Analysis (NCSA) Special Crash Investigations (SCI) Program conducted a field examination of the incident vehicle and the incident scene (SCI Case Number: IN14016). The Office of Defects Investigation (ODI) subsequently sent an information request letter to DTNA and received two responses dated January 23, 2015 and June 24, 2015, respectively.ODI continues to evaluate the CNG fuel system integrity on the subject vehicles and other medium- & heavy-duty CNG vehicles.ODI also continues to investigate CNG fuel system integrity related incidents as they arise. ODI has engaged industry on this subject at various meetings, seminars and conferences, and through involvement in committees hosted by industry and standards development organizations including the Natural Gas Vehicles for America (NGVAmerica) national trade association and the American National Standards Institute (ANSI)/ CSA Group.This Preliminary Evaluation has been upgraded to an Engineering Analysis (EA16-001) so that ODI may gather additional information about CNG fuel system integrity from additional vehicle manufacturers, fuel system integrators and component suppliers and continue to engage with stakeholders to better understand the industry state of the art and the hazard potential.
