The defect: VEHICLE DESCRIPTION: LIGHT DUTY PICKUP TRUCKS AND SPORT UTILITY VEHICLES, 2 AND 4-WHEEL DRIVE. SOLDER JOINTS NEAR THE WIRING HARNESS CONNECTOR CAN CRACK CAUSING THE WINDSHIELD WIPERS TO WORK INTERMITTENTLY.
The risk: THIS CONDITION CAN RESULT IN INOPERATIVE WIPERS, REDUCING A DRIVER'S VISIBILITY, AND INCREASING THE RISK OF A VEHICLE CRASH.
The remedy: DEALERS WILL REPLACE THE WIPER MOTOR CIRCUIT BOARD AND COVER.

The defect: THESE VEHICLES WERE BUILT WITH FRONT SEAT BELT SYSTEMS WITH NO ENERGY MANAGEMENT LOOPS AND MAY NOT MEET THE HEAD INJURY CRITERIA REQUIREMENTS OF FMVSS NO. 208, "OCCUPANT CRASH PROTECTION."
The risk: IN THE EVENT OF A VEHICLE CRASH, THE OCCUPANTS OF THESE SEATS MAY NOT BE PROPERLY RESTRAINED.
The remedy: DEALERS WILL REPLACE THE RETRACTOR PORTION OF THE SEAT BELT ASSEMBLY(S) WITH ONE HAVING THE NEWLY DESIGNED ENERGY-MANAGEMENT TWIN-LOOP SYSTEM.

The defect: IF BOTH THE LAP-BELT AND SHOULDER-BELT ENERGY MANAGEMENT LOOPS ON THE FRONT SEAT BELT ASSEMBLIES RELEASE AT OR NEAR THE SAME TIME, ACCELERATION FORCES CAN CAUSE THE BUCKLE RELEASE MECHANISM TO ACTIVATE AND ALLOW THE BUCKLE TO SEPARATE FROM THE LATCH.
The risk: IF THE BUCKLE RELEASED, THE SYSTEM WOULD FAIL TO PROVIDE ADEQUATE OCCUPANT RESTRAINT PROTECTION.
The remedy: DEALERS WILL REMOVE THE STITCHING THAT CREATES THE ENERGY MANAGEMENT LOOP IN THE SHOULDER BELT(S).

Safety recall
A safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.
Safety investigation
NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
Manufacturer communication
Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
