What this page shows
Everything below is an owner-reported complaint submitted to NHTSA about the 1998 Harley-Davidson Horn Cover, grouped by the component NHTSA recorded on the report. These are not confirmed defects, and they are not recalls. NHTSA does not verify most reports before publishing them, and a category with more reports in it is not evidence that a part is defective.
Complaints are reports submitted by owners and drivers to NHTSA. They are not verified and do not establish that a defect exists.

HARLEY DAVIDSON HORN DOESN'T WORK. THE HORN WAS REPLACED AT 1000 MILES. STILL DOESN'T WORK. IT SOUNDS LIKE A WOUNDED DUCK. HARLEY DEALER SAYS THE HORN IS FINE AND THAT YOU MUST BE RUNNING THE ENGINE AT 2000 RPM FOR THE HORN TO WORK. IT WORKED FINE WHEN PURCHASED. I SAY ITS A DEFECT IN MANUFACTURING. IF YOU NEED THE HORN YOU MUST BE DRIVING AT 2000 RPM OR BETTER. MAKES NO SENSE. YOU MUST INVESTIGATE THIS PROBLEM. SOMEONE WILL GET HURT. *NM
2004 FLHTCUI HARLEY-DAVIDSON HORN ISSUE. DOES NOT OPERATE CORRECTLY. IT APPEARS THAT NOT ENOUGH POWER IS GETTING TO THE HORN AND IT BECOMES A 50-50 CHANCE THAT THE HORN MIGHT WORK. TOOK IT TO THE HD SHOP 3 TIMES AND ALL 3 TIMES THEY SAID THEY COULD NOT DUPLICATE THE ISSUE. THE SECOND TIME I EVEN PAID FOR A NEW HORN AS TO ELIMINATE ONE POSSIBLE ITEM. SAME ISSUE WITH NEW HORN. THE 3RD TIME THE HD SHOP SAID THAT HARLEY-DAVIDSON SAID THAT THE BIKE NEEDS TO BE RUNNING FOR THE HORN TO WORK CORRECTLY. AGAIN THE SHOP COULD NOT DUPLICATE THE ISSUE. EACH TIME I TOOK THE BIKE HOME FROM THE SHOP, THE HORN ONLY WORKED 50% OF THE TIME. HOT, COLD,DRY, WET, LOW SPEED, HIGH SPEED...IT DOESN'T MATTER. THIS STARTED AROUND JUNE, 2005. BIKE IS STILL IN WARRANTY. *NM
