The defect: PANTHER IS RECALLING CERTAIN MODEL YEAR 2008-2009 MOTORCYCLES. THESE MOTORCYCLES FAIL TO CONFORM WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 122, "MOTORCYCLE BRAKE SYSTEMS." THE STANDARD REQUIRES A STRICTLY MECHANICAL FORM OF ENGAGEMENT OF A MOTORCYCLE PARKING BRAKE, WHEREAS THE PARKING BRAKE ON THESE MOTORCYCLES RELIES IN PART ON HYDRAULIC PRESSURE.
The risk: IN THE EVENT OF A LOSS OF HYDRAULIC PRESSURE THROUGH THE LOSS OF BRAKE FLUID, BRAKE PERFORMANCE WILL DEGRADE INCREASING THE RISK OF CRASH.
The remedy: PANTHER WILL INSPECT AND REPLACE THE NECESSARY COMPONENTS FREE OF CHARGE. THE MANUFACTURER HAS NOT YET PROVIDED AN OWNER NOTIFICATION SCHEDULE. OWNERS MAY CONTACT PANTHER AT 1-954-682-3693.

Safety recall

NHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
Manufacturer communication
Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
