SERVICE BRAKES, HYDRAULIC:ANTILOCK/TRACTION CONTROL/ELECTRONIC LIMITED SLIPCERTAIN TRAILERS FAIL TO COMPLY WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 121, "AIR BRAKE SYSTEMS." THESE TRAILERS WERE MANUFACTURED WITHOUT ANTI-LOCKING BRAKING SYSTEM (ABS) ON THE FRONT AXLES.
