NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

Front Brake Jounce Hose Failures

On August 8, 2022, the Office of Defects Investigation (ODI) opened this investigation based on 50 Vehicle Owner Questionnaires (VOQs) alleging front brake jounce hose ruptures on model year (MY) 2013-2018 Ford Fusion and Lincoln MKZ vehicles. A ruptured front brake hose results in a brake fluid leak. As a result, the driver may experience an increase in pedal travel and a reduction in the rate of deceleration, increasing the risk of a crash. It should be noted that the subject vehicles identified fell outside the scope of NHTSA Safety Recall 20V-469, which addressed front brake hoses rupturing on certain MY 2015-2018 Ford Edge and 2016-2018 Lincoln MKX vehicles. The result causes a brake fluid leak, lengthening the distance needing to stop the vehicle, increasing the risk of a crash.On March 10, 2023, Ford Motor Company (Ford) submitted to NHTSA Safety Recall 23V-162 (Ford Recall 23S12) to address front brake jounce hoses that may rupture. Ford found the rupture occurs from a localized failure of the internal reinforcement braid due to cyclic fatigue through tensile/bending and torsional inputs during suspension and steering articulations. The supplier for the front brake jounce hoses is Hitachi. This recall affects the subject vehicles equipped with non-hybrid engines and the suspect front brake jounce hoses (a total of 1,280,726 vehicles). The recall covers subject vehicles built from February 3, 2012 to July 19, 2017 when the suspect hoses were used in vehicle production. The remedy is for dealerships to replace both front brake jounce hoses with new hoses that have a revised braid material at no cost. The vehicles equipped with hybrid engines are excluded from the recall because the internal hose pressure is much lower due to the regenerative braking provided by the hybrid brake system. No failures of brake hoses on hybrid vehicles have been reported to ODI or Ford.Ford's actions address ODIs concerns at this time. Hybrid vehicles will be monitored for related failures. The leather-covered dashboard panel, in the approximately 4-6 inch section between the base of the windshield and the first seam across the dash, has shrunk, rippled, and pulled away from the underlying substrate. This area also houses the driver-assist camera housing and the defrost vent. The vehicle was purchased new and has been Ford-maintained, professionally detailed, and garage-kept throughout ownership; the leather has been regularly cleaned and conditioned as part of routine dealership detailing, ruling out lack of care as a cause. The vehicle's build date is January 2018, which falls within the range covered by Ford Technical Service Bulletin 18-2283 ("Instrument Panel Sagging at the Windshield Glass"), issued for vehicles built between October 13, 2014 and February 2, 2018, describing the instrument panel sagging and separating near the windshield. I am filing this complaint because this appears to be a documented, recurring defect pattern affecting this vehicle's dash generation, rather than isolated cosmetic wear. Ford Customer Relations has twice declined goodwill assistance, citing the vehicle's age (just over 8 years) as the sole basis, without physical inspection or evaluation of the underlying condition. An independent repair estimate to replace the dash panel and remove/reinstall the windshield for access was quoted at approximately $3,100.

I am reporting a serious safety issue with my 2018 Ford Fusion Hybrid SE that affects the braking system and related electronics: 1.The ABS stopped functioning previously. 2.Recently, the car displayed a “Brake Malfunction” warning for the first time, which appears when making sharp turns. 3.The TPMS (tire pressure monitoring system) stopped working some time ago. These issues are extremely dangerous. The electronic brake booster and ABS module are critical for safe braking, especially in emergency situations. With the ABS and brake assist compromised, the pedal can suddenly become rock hard or soft, stopping distance increases dramatically, and traction control/ABS is unavailable during hard braking. I am concerned this is a systemic issue with the 2018 Ford Fusion Hybrid SE braking system and not isolated to my vehicle. This failure could put drivers, passengers, and others on the road at serious risk. I request that NHTSA investigate this issue for potential recall action to protect the safety of drivers nationwide.

1. What component or system failed or malfunctioned, and is it available for inspection upon request? - The transmission has failed twice. The first time it was replaced by a licensed dealer. The second time is current. It is available for inspection upon request. 2. How was your safety or the safety of others put at risk? -We were stranded on the highway in Missouri. The second time the car failed was during winter weather with two small children, putting us at significant risk due to exposure to extreme cold and the dangers of being stuck on the side of the highway. 3. Has the problem been reproduced or confirmed by a dealer or independent service center? - Yes, the problem was confirmed by a dealer/service center after the first failure, and it has occurred again. 4. Has the vehicle or component been inspected by the manufacturer, police, insurance representatives, or others? - Yes, it has been inspected by a dealer, but not by the manufacturer, police, or insurance representatives. 5. Were there any warning lamps, messages, or other symptoms of the problem prior to the failure, and when did they first appear? - Yes, the first time it failed we got an engine overheating error. The second time it failed we got the "wrench" error code. These warning signs occurred as the problem occurred and did not give us any time to get the car to safety.

The contact owns a 2018 Ford Fusion Hybrid. The contact stated while driving at an undisclosed speed, the vehicle shuddered momentarily. The check engine warning light was illuminated. The vehicle was taken to an independent mechanic, where it was determined that the engine had failed due to coolant intrusion. The contact was informed that the engine needed be replaced. The vehicle was not repaired. The contact related the failure to Ford Campaign Number: 21N12. The manufacturer was notified of the failure. A case was opened, and the contact was referred to the NHTSA Hotline for assistance. The failure mileage was 94,000.

ENGINE AND ENGINE COOLING

For 2015-2024 Ford and Lincoln vehicles equipped with turbocharged engines and customer concern of an engine oil leak, refer to Workshop Manual (WSM), Section 303-00 for oil leak inspection and testing methods. Ford has evaluated turbochargers replaced for oil leak symptoms and although oil may collect on the external surface of a turbocharger, it is extremely rare for a turbocharger assembly to be the root cause of the oil leak. Careful inspection of the turbocharger oil feed and drain tubes should be performed along with the recommended WSM procedures as needed. Warranty claims for turbocharger replacement going forward will be assessed.

POWER TRAIN

During service and repair requiring removal and replacement of a crankshaft bolt and/or crankshaft damper, achieving proper torque of the crankshaft pulley bolt is critical. Incorrect torque may allow the bolt to loosen resulting in the timing gear breaking and engine damage. Replacement of the bolt is critical to the repair and accurately following the installation procedure in the Workshop Manual (WSM) Section, 303-01 is extremely important. The bolt torque procedure can be found in the crankshaft front seal removal and installation procedure or in the engine assembly procedure.

In various 2017-2023 Ford and Lincoln vehicles, customers may receive a message in the FordPass or LincolnWay App stating Feature Unavailable. Since this is a fleet vehicle, it cannot access the (SYNC Connect) FordPass or LincolnWay app through the TCU Embedded Modem. If this message appears, the vehicle may be equipped with a fleet telematics module. Replacement of the TCU or TCU related repairs will not prevent this message from appearing. Refer the customer to in app FordPass Guides or LincolnWay Concierge Teams to aid with fleet telematics removal. Open app, select Account > Help > CHAT or CALL option.

STRUCTURE

For 2000-2024 Ford and Lincoln vehicles, swapping a module from a vehicle for diagnosis purposes is likely to cause errors and is not recommended. It is also not recommended to order a replacement module using a vehicle identification number (VIN) from a different vehicle. Most modules on these affected vehicles are VIN/vehicle specific and hardware variations between modules do exist. Swapping a module from a vehicle or ordering a module using a different vehicle/VIN can cause ineffective repairs and additional vehicle down time. Make sure all appropriate Workshop Manual (WSM) procedures are followed when diagnosing the condition prior to all module replacements and only order modules using the correct VIN.

ENGINE AND ENGINE COOLING

Some 2018-2019 Edge/Continental, 2018 MKX and 2019 Nautilus vehicles built on or before 1-Aug-2019 and 2018-2019 Fusion/MKZ vehicles built on or before 15-Aug-2019 equipped with a 2.7L EcoBoost or 3.0L EcoBoost engine may exhibit an oil leak from the engine oil pan RTV seal. To correct the condition, follow the Service Procedure steps to replace the oil pan with a new oil pan equipped with a press in place gasket.
