THIS INVESTIGATION WAS OPENED BASED ON INFORMATION RELATED TO ENGINE FIRES ON MODEL YEAR 2000-2001 GILLIG BUSES.WHILE CONDUCTING THE ENGINEERING ANALYSIS, PROBLEMS WERE IDENTIFIED GOING BACK TO THE 1997 MODELS, THUS EARLIER MODELS WERE ADDED TO THE SUBJECT VEHICLES UNDER INVESTIGATION.DURING THE INVESTIGATION, ODI INVESTIGATORS CONDUCTED TWO FIELD INSPECTIONS AND FOUND POTENTIAL PROBLEMS RELATED TO LOOSE WIRE HARNESSES IN THE ENGINE COMPARTMENT AREA.ODI ALSO DISCUSSED THE MATTER WITH INDEPENDENT FIRE INVESTIGATORS AND HAD EXTENSIVE DISCUSSIONS WITH GILLIG OFFICIALS.A COMMON TREND NOTED IN THESE DISCUSSIONS OF THE FIRES PERTAINED TO WIRE HARNESS PROTECTION AND ROUTING ISSUES.GILLIG HAD PREVIOUSLY PUBLISHED A SERVICE BULLETIN AND THAT BULLETIN HAS NOW BEEN UPGRADED TO A SAFETY RECALL.OWNERS WILL BE NOTIFIED OF THE APPROPRIATE REMEDY.FULL DETAILS ARE INCLUDED IN THE ATTACHED OWNER LETTER.THIS RECALL ACTION ADDRESSES THE CONCERNS DISCOVERED BY ODI DURING THE INVESTIGATION.THEREFORE, THIS INVESTIGATION IS CLOSED.

ODI IS NOW AWARE OF 37 FIRES REPORTED IN THE SUBJECT POPULATION.ODI FIRE INVESTIGATIONS HAVE DETERMINED THE CAUSE OF SOME OF THE FIRES BUT ADDITIONAL FIRES NEED TO BE INVESTIGATED TO DETERMINE IF ANY OTHER CAUSES MAY EXIST.ADDITIONAL FIRE INVESTIGATIONS HAVE BEEN CONDUCTED BY THE MANUFACTURER AND BUS OPERATORS.REPORTS OF THE RESULTS OF THESE INVESTIGATIONS ARE CURRENTLY BEING COMPILED AND WILL BE FORTHCOMING IN THE NEXT FEW WEEKS.

ENGINE COMPARTMENT INSULATION SAGGING

ON SEPTEMBER 26, 2002, GILLIG ISSUED A SERVICE BULLETIN (FS-2002-04)ADDRESSING THE OVERHEAD INSULATION IN THE ENGINE COMPARTMENT THAT OVER TIME COULD SAG AND CONTACT THE HOT SURFACE OF THE ENGINE TURBOCHARGER.THIS TYPE FAILURE COULD POTENTIALLY LEAD TO A VEHICLE FIRE.DUE TO THE AGENCY'S INVESTIGATION INTO THIS MATTER, GILLIG HAS AGREED TO INITIATE A SAFETY RECALL CAMPAIGN AND RETROFIT 2,108 BUSES WITH NEW INSULATION AND RETAINING STRIPS.THE ACTION TAKEN BY GILLIG IS SUFFICIENT TO RESOLVE THE ISSUES RAISED BY THIS INVESTIGATION.A COPY OF THE SAFETY RECALL IS ATTACHED.THIS INVESTIGATION IS CLOSED.THE AGENCY WILL TAKE FURTHER ACTION IF WARRANTED BY THE CIRCUMSTANCES.

EQUIPMENT; EQUIPMENT ADAPTIVE/MOBILITY; STEERING; STEERING:GEAR BOX (OTHER THAN RACK AND PINION)

Gillig has received reports of partial cracking in the steering gear mounting plate in some Low Floor buses. We are now requesting that owners of all Low Floor buses from model year 1997 through June, 2015 inspect the steering gear mounting plates per the instructions in this bulletin. Inspections should commence at the next Preventative Maintenance Cycle and continue at every 12,000 mile PM inspection thereafter. Steering Gear Mounting Plates found to have cracks less than 6 inches in length should be changed out at the earliest opportunity. Any bus found to have a Steering Gear Mounting Plate with a crack 6 inches long or longer must be immediately removed from service and the Plate replaced before reentering service. In either instance, Gillig will reimburse owners the cost of any replacement plate and the labor required to perform the repair. Lower floor
