The defect: Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Touring and CVO Touring motorcycles, including 2017-2019 FLHTCU, FLHTCUL, FLHTK ANV, FLHTKL, FLTRU, FLHTK, and 2016-2019 FLHTKSE, FLHTKSE ANV, and FLTRUSE models equipped with a Harley-Davidson Detachable Tour-Pak Luggage Conversion Kit (Part numbers 53000291, 53000291A, and 53000567). The kit did not include replacement rear red reflectors for the ones that are eliminated by installing this kit. As such, these motorcycles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, "Lamps, Reflective Devices, and Associated Equipment."
The risk: Without the rear red reflectors, the motorcycle has reduced visibility to other drivers, increasing the risk of a crash.
The remedy: Harley-Davidson has notified owners, and dealers will install the replacement reflectors, free of charge. The recall began August 19, 2019. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson's number for this recall is 0629.

PURPOSE: To notify International dealers that International GTS radios are now available to be ordered and installed in 2014-2018 Touring, CVO Touring and Trike models previously equipped with 6.5 GT radios as retrofittable with additional parts and software as noted. Markets Affected: Only international markets are affected.

SERVICE BULLETIN M1510: MILWAUKEE-EIGHT ENGINE - NEW OIL FILTER. REVISION. PURPOSE: To inform dealers of an improved oil filter for the Milwaukee-Eight® (MKE-8) engine. The new oil filter uses the same synthetic 5-micron media as the current filter, however, the new oil filter effective media surface area was increased by 25%. The increased media supports the higher oil flow rate of MKE-8 engines. Fitment, clearance and performance testing has only been performed on MKE-8 vehicles. All Twin Cam vehicles continue to use the current oil filter.

POWER TRAIN

SERVICE BULLETIN M1492: 2017 - 2019 TOURING - MILWAUKEE EIGHT - INNER PRIMARY VENT. Purpose: Revision. Harley-Davidson has learned that a small percentage of dealers and customers are finding low transmission oil levels and high primary oil levels during normal maintenance intervals. This could indicate that oil is transferring from the transmission case to the primary housing through the transmission mainshaft. A inner primary vent service kit (Part No. 26500027) is now available to address this issue. The kit allows the primary to breath and prevents excessive pressure. All markets are affected.

POWER TRAIN

TECH ARTICLE TA0023: TA0023: Crankshaft Rod Bearing. Purpose: Technicians have been falsely identifying connecting rod bearings as failed due to a perception of resistance as the rods are rotated. The clearance of the Twin Cam and Milwaukee-Eight® crank pin bearings are maintained to a very tight range. This optimizes performance and maintains low mechanical noise in operation. The connecting rod bore can also distort slightly in operation due to stress relaxation. As a result, bearing clearance decreases due to the contact zone broadening and the load being distributed over more rollers. The combination of a bore being slightly out of round and reduced bearing clearance can result in varying degrees of resistance through the range of motion. Axial clearance is also tightly controlled for proper alignment. For these reasons, zones of resistance can be found when the connecting rods are rotated by hand through their range of motion. Resistance during rod motion, by itself, is not an indication of a performance or durability concern.

SERVICE BULLETIN M1463: MILWAUKEE-EIGHT - ROCKER COVER GASKET INVENTORY PURGE AND REPLACE. Purpose: To inform dealers that previous rocker cover gasket design on Milwaukee-Eight? are prone to varying degrees of oil leaks. These leaks may occur on certain vehicles with different combinations of painted, polished and chrome parts. Purge inventory of old gaskets and replace with new gasket which has enhanced sealing features.
