Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

This correspondence comes to you in regard to Safety Recall Notice 24S79 / NHTSA Recall 24V954. I received a notice in February of this year from Lincoln regarding our vehicle (VIN [XXX] )- a 2021 Lincoln Corsair Plug-In Hybrid. The notice instructs us to cease charging the high voltage battery until further notice. The recall notification states that further charging the battery could result in a vehicle fire. The notice finally states that a resolution and parts will be available during the second quarter, which is now. Unfortunately, to date I have heard nothing from Lincoln. As we are both retired , my wife and I purchased a Plug-In Hybrid to help save money on gasoline. For the past three (going on four) months, we have had to pay for gasoline for every mile we have driven. Additionally each day that passes is another day less we have remaining on the original warranty. It would be greatly appreciated if you could respond to this request letting us know when this issue will be resolved. We also ask that Lincoln be obligated to extend a cash penalty to cover the cost of the last four months of gasoline purchases, and finally, to extend the manufacturer's warranty on the battery components to a lifetime warranty - in order for us to feel comfortable in the resolution offered to fix the issue. A manufacturing defect in one or more of the high voltage battery cells may cause the cell to develop an internal short circuit. Which could cause loss of power and increase the risk of a crash. It also states that battery thermal venting potentially resulting in the car to start on FIRE. There are 2 recalls that could result in the car starting on Fire. Lincoln is anticipating a remedy to be available by the end of June. The remedy right now is not to plug in the car to charge the high voltage battery. This car was purchased for the reason it could be plugged in and use electric not gas. There is a 3rd recall for the long block. So, the whole purpose of this vehicle was to save on gas. Which for 6 months is NOT possible.

The contact owns a 2021 Lincoln Corsair. The contact stated while driving at an undisclosed speed, the vehicle lost motive power. In addition, the contact stated that an unknown warning light illuminated with a message to “Stop Safely Now” displayed. The contact stated that the vehicle stalled in the middle of the roadway. The vehicle was towed to the dealer where it was diagnosed with the high-voltage battery failure. The contact was informed that the high-voltage battery needed to be replaced. The vehicle was not repaired. The manufacturer was made aware of the failure and a case was filed. The contact was informed that the repair was not covered under NHTSA Campaign Number: 22V331000 (Electrical System). The contact was informed that the VIN was not included in the recall. The failure mileage was approximately 86,384.

The contact owns a 2021 Lincoln Corsair. The contact stated that upon charging the vehicle, the charging cord overheated. The contact stated that the blue led light on the charging cord indicated that the vehicle was charging and then turned red, indicating a charging fault. The contact stated that he then unplugged the charging cord from the wall and noticed that the plug that connected to the plug on the wall had significantly overheated. The dealer was notified of the failure and informed the contact that the failure was associated with an unknown Ford Technical Service Bulletin that had already expired. The vehicle was not diagnosed or repaired. The manufacturer was notified of the failure but provided no assistance. The failure mileage was approximately 9,000. The consumer stated the new charger cords couldn't be plugged into outlets due to the new design configuration. Dealer advised not to use the original charger cord because of a fire risk.

ELECTRICAL SYSTEM
Certain 2021-2025 Model Year Corsair Vehicles- Flat Tow Rating Change On the affected vehicles, documentation in the owner’s manual incorrectly states that 2021 – 2025 Corsair PHEV (Plug-in Hybrid Electric Vehicles) can be recreationally flat towed. You cannot recreationally flat tow these vehicles with all wheels on the ground because damage to the powertrain may occur. All 2023-2025 model year vehicles will require dealers to perform a software update to the Accessory Protocol Interface Module (APIM) to install an updated digital owner’s manual. This action may require updates to other modules on the vehicle to receive the correct software.
FUEL/PROPULSION SYSTEM
Some 2020-2026 Escape and 2021-2026 Corsair PHEV vehicles may require inspection of the high voltage battery due to rust, scratches, curb strikes, road debris, or other minor damage. Section 414-03A of the Workshop Manual (WSM) has recently been updated to improve diagnostics for such damage and provides a list of low-level serviceable components for instances where replacement of the high voltage battery assembly is not warranted. Refer to WSM, Section 414-03A High Voltage Battery, Mounting and Cables > Diagnosis and Testing > High Voltage Battery Minor Damage Inspection. The Ford New Vehicle Limited Warranty covers manufacturing defects resulting from a defect in factory supplied materials or workmanship. Please refer to the Warranty section WHAT IS NOT COVERED, which includes curb strikes and accidents.

Certain 2020-2024 Model Year Escape and 2021-2024 Model Year Corsair Plug-in Hybrid Electric Vehicles (PHEV) – High Voltage Battery Replacement
ELECTRICAL SYSTEM; ENGINE AND ENGINE COOLING
Some 2020-2023 Escape, 2021-2023 Corsair vehicles equipped with 2.5L engine full hybrid electric vehicle (FHEV) and plug-in hybrid electric vehicle (PHEV) powertrain and 2022-2023 Maverick vehicles equipped with 2.5L engine FHEV powertrain may exhibit a condition where the 12V battery voltage is low or discharged with diagnostic trouble code (DTC) U3003:62 stored in the direct current/direct current (DC/DC) converter control module. The vehicle may also exhibit DTC U3003:16 and/or U3000:04 stored in the DC/DC converter control module. This may be due to an open in the 300 amp high-current fuse F4 located in the high-current battery junction box (BJB). To correct this condition, refer to Workshop Manual (WSM), Section 414-05 > Pinpoint Test H to verify the 300 amp high-current fuse condition. If the high-current fuse is found to be open, replace the high-current fuse per the application listing in the parts catalog. Recharge and test the 12v battery. For repairs under warranty, use the base part number of the component that caused the damage to the fuse.
ELECTRICAL SYSTEM
Some 2020-2022 Aviator and 2021-2022 Corsair hybrid vehicles built on or before 01-Apr-2022 may exhibit charging concerns with the Lincoln dual-voltage charging cord (TurboCord). This style of charging cord can be indentified by one of the 220V prongs positioned sideways. If the vehicle charges properly using a 110/120V non-ground fault interrupter (GFI) outlet with the original 220V adapter removed, replace the adapter (part number VLC5Z-10B706-B) alone. This replacement adapter is available from accessories.lincoln.com > keyword search Turbo Cord, or through the local Ford Authorized Distributor (FAD). Discoloration of the 220V adapter or dual voltage charging cord could indicate a problem with the electrical outlet used; if so a licensed electrician should inspect.
