Vehicle Rollaway
On July 2, 2020, Kia America Inc. (Kia) filed safety recall 20V-389 for model year (MY) 2015-2016 Kia Soul EV vehicles. This recall was in response to allegations of unintended vehicle movement while in Park and provided updated electronic control unit software for the electronic parking brake logic as the remedy. The updated logic, which was included during production for MY 2017-2019 Kia Soul EV vehicles, automatically activates the electronic parking brake when the vehicle is powered off while the gear shift lever is in the Park position. On September 10, 2023, the Office of Defects Investigation (ODI) opened a Recall Query (RQ23-005) to investigate allegations of unintended vehicle movement while in Park in MY 2015-2019 Kia Soul EV vehicles. At the time that the investigation was opened, ODI had received 3 Vehicle Owner Questionnaires (VOQs) and additional Early Warning Reporting data involving reports of unintended vehicle movement in MY 2017-2018 Kia Soul EV vehicles. One of the VOQs submitted to ODI reported a rollaway collision with a fire hydrant, which occurred after the operator had parked and exited the vehicle. Following the opening of this Recall Query, ODI and Kia participated in a joint inspection the vehicle which had been involved in a rollaway collision. During the inspection, the subject vehicle exhibited the alleged defect, rolling both forwards and backwards while shifted into Park with the electronic parking brake not engaged. The subject vehicle's electronic parking brake logic performed as designed during the inspection and the vehicle experienced no unintended movement while the electronic parking brake was engaged. In its November 21, 2023 response to ODI's information request, Kia provided customer complaint and warranty claim data for 19 unique VINs which relate to the alleged defect in the subject vehicles. Kia separately made ODI aware of one additional allegation of vehicle rollaway that resulted in a collision with another vehicle. This collision was reported to Kia following their cutoff date for the information request response. Kia stated that based on its investigation, the subject vehicles' parking mechanism can be damaged if the gear shift lever is shifted to Park prior to coming to a complete stop. If the parking mechanism is damaged and the electronic parking brake is not engaged, unintended vehicle movement while in Park may occur. However, based on ODI's analysis of the available information, it is apparent that not all allegations of the subject defect which have been investigated by Kia have had evidence that the parking mechanism was damaged. At this time, the root cause of the alleged defect is not yet confirmed. On October 19, 2023 Kia filed safety recall 23V-724 for MY 2015-2019 Kia Soul EV vehicles. The new recall remedy provides update electronic parking brake logic that automatically activates the electronic parking brake when the gear shift lever is in the Park position, regardless of whether the vehicle is powered on or off. At this time, NHTSA has not received any reports of electronic parking brake failure for the subject vehicles, but will continue to monitor following this investigation. In view of the recall action being taken by Kia, ODI is closing this Recall Query. The agency reserves the right to take additional action if warranted by future circumstances. Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

My car has had intermittent faults of codes P1B25 and P1CF2 and are showing check EV system on the dash. This happens after about 30-45 minutes of driving and then restarting the car. It has been identified that the power relay assembly needs to be replaced on the vehicle, which lives in the high voltage battery pack. However, Kia does not want to replace this under warranty , claiming that it is not an EV system component. I am not going to pay out of pocket for this repair as it goes against their own warranty information, but continuing to drive the car would be dangerous as it could drop HV power at any point.

When I apply brake the vehicle doesn’t stop it jumps out (as if someone has crashed hitting the rear of the vehicle) and the vehicle shuts down. Then I have to park the vehicle in the middle of the road and restart the vehicle. Luckily I avoided many accidents by defensively driving. Talked with Kia customer care and complained about this safety issue . I took it to near by Kia dealer for the recall and complained on 25 July 2024. 2017 Kia soul + EV Only 30 thousand miles I’m scared to drive and conserned about the safety of others around me. Please help me

The contact owns a 2017 Kia Soul EV. The contact stated that while driving at an undisclosed speed, there was an abnormal battery voltage warning displayed. The vehicle went into LIMP Mode. The contact stated that the battery failed to charge. Several unknown warning lights were illuminated. The message to “Pull Over Immediately” was displayed. The vehicle was taken to the local dealer, where it was diagnosed that an update, BMS, and wiring harness needed to be replaced. The vehicle was repaired, but the failure recurred. The vehicle was towed back to the local dealer, where an unknown diagnosis and repair were performed. The manufacturer was contacted and opened a case. The failure mileage was approximately 50,000.

Driving down open road with no vehicles in front or back when suddenly the rear window made a huge bang. It was raining at the time. Once home I took the attached photo. Don't remember turning the defrost on.

Application of the brakes causes complete vehicle shutdown along with message to check electrical system. Brakes appear to fail for a brief moment, then mechanical brakes kick in. Car has zero power until stopped and restarted. Problem is reproducible a high percentage of the time provided the brakes are pressed more than just lightly or briefly. At nearly full charge, this defect can also be triggered by just the engine brake (which is triggered every time your foot is taken off the accelerator). Appears to be an electrical short circuit of some type. Other faults occur upon application of power, shifting engine into low power or turtle mode at any level of battery charge.

The 2017 Kia Soul EV+ vehicle turned off coming down a steep hill (at the bottom of the steep hill is both a school bus stop and and entrance/exit to a condominium community). When the car shut off all power steering and power brakes were lost, making control of the vehicle very difficult and unsafe. The dealer reported finding a code for the battery overcharging but cleared the code and did not offer any explanation. This has happened multiple times including when I was videotaping the dash to document irregular discharge occurring from the battery. Similarly the vehicle will be driving fine (at any speed) and suddenly lose power and only go 20mph (known as limp mode), a very dangerous situation driving at highway speed and then trying to avoid an accident due to sudden vehicle deceleration. This problem started occurring after a Battery Management System patch was applied by the dealer for a Kia Recall related to battery safety (overheating and fire issue) in July 2023. Upon pickup from the dealer it was immediately evident the car still had the rapid battery discharge issue and this was further documented with Kia USA case #[XXX]. The next dealer was able to reproduce the excess power discharge problem in November and after 3 weeks I was told a battery replacement would be provided per the 10yr/100K warranty the vehicle carries (my vehicle has less than 50K on the odometer). Since November there is no time estimate on when the battery will be replaced. It would appear that the Battery Management System patch (applied to my car in July) and to many other Kia Soul EVs, somehow damages the battery as there are now hundreds of Kia Soul EVs awaiting battery replacement across both the United States and Canada and no promise of when a replacement battery will be forthcoming and it appears Kia has no solution for the BMS issue at this time. This is an update of the below. I have had several email exchanges with Kia Customer Service. They contacted the dealer and report that they could not get a response from their own dealer! They said I could try another dealer if I want. I asked for a recommendation of a dealer that would be responsive and got no further communication. Meanwhile, my car continues to show low charging pattern, which the recall warns is a symptom of a fault. ====================================== Received an "Important Safety Recall" notice from Kia recall number 23v218 in May 2023. The notice says Kia is working on a remedy and that another letter will follow when the remedy is ready. No second letter yet, as of 9/13/23. The recall notice states that if in the meantime owner experiences "incomplete high voltage battery charging, loss/fluctuating vehicle EV battery range" to seek assistance from nearest authorized Kia dealership. My vehicle experienced rapid decrease in range, down below 60% of the full range over a period of weeks. Most recently charging the vehicle (using two different chargers) causes the circuit breaker at my home to trip, something that has never happened before. I contacted Kia America by phone and email. They said I should take the car to the dealer. At the dealer I describe the problem, show the recall notice. They say they cannot execute a remedy and that in order to have the battery checked I need to leave the car with them indefinitely. Service said some cars have been waiting 6 weeks for a diagnostic. So I have a recall notice, my car is experiencing a warning symptom, and I cannot get the dealer or Kia to take reasonable action.

This bulletin provides information regarding the replacement of the High-Voltage Battery Pack Assembly (HV BPA) on certain 2015-2017MY SOUL EV (PS EV) produced from July 15, 2014 through June 30, 2017 which were not included in SC267 Safety Recall Campaign and have completed TSB ELE310 and/or SC310A. The affected vehicles require replacement of the HV BPA due to the MIL ‘ON’ with related DTC(s) described on page 2.

After completing SC267 with the latest battery management system (BMS) software upgrade, the subject vehicles may subsequently require the replacement of the HV BPA due to MIL ON with a BPA related DTC(s).
BACK OVER PREVENTION: WARNINGS
PITSTOP: TECHNICAL OPERATIONS: EXTERNAL DAMAGE TO ULTRASONIC SENSOR: This Pitstop provides information related to Parking Distance Warning (PDW) alerts and repairs involving ultrasonic sensors. The PDW system alerts the driver while parking, by calculating distance based on the difference in signal transmission and reception times between the vehicle (ultrasonic sensor) and an object. The membrane film of the ultrasonic sensor is used for object detention and can be damaged by stone chips or foreign substances while driving. Damage to the cover of the ultrasonic sensor can also lead to damage to the internal circuit. As a result of this external damage, the PDW system may not receive the proper signal from the ultrasonic sensor. In some cases, the system may cause a false alarm, no alert, or phantom warnings by a “Warning Lamp’ to be displayed on the cluster. The ultrasonic sensor membrane film should be always inspected for external damage and if any part replacement should be treated as a general repair, not as a warranty claim repair for this concern. (Please note that this Pitstop only applies to models/trims that are equipped with the ultrasonic sensors.)

TECHNICAL SERVICE BULLETIN: TRANSMISSION FLUID APPLICATION GUIDE - This bulletin has been revised to include additional information. New/revised sections of this bulletin are indicated by a black bar in the margin area. This bulletin provides information relating to the correct transmission fluid type and fill quantity requirement for each Kia model. A flush is required ONLY when a transmission is replaced, and the transmission oil cooler is transferred to the new transmission.
