Kia 25V099 Piston Oil Ring Recall Effectiveness
On August 6, 2025, the Office of Defect Investigation (ODI) opened Audit Query (AQ) 25001 to assess the implementation of Kia America, Inc.’s (Kia) remedy program for Safety Recall 25V099, involving incorrectly manufactured piston oil rings which may damage the engine causing a loss of motive power or fire. This AQ was opened in response to consumer complaints alleging of an ineffective remedy, inconsistent inspection results to determine whether an engine replacement was needed, and the unavailability of recall remedies. On August 11, 2025, an Information Request (IR) was issued to Kia requesting: 1) why the inspection test was revised from requiring a ‘cold’ engine to a ‘warm’ engine; 2) why the recall remedy was suspended from April 30, 2025 to May 7, 2025; 3) how Kia notified customers of the recall remedy suspension and the need to re-test engines that failed the ‘cold’ engine test; 4) the number of post-recall remedy complaints alleging engine or other engine related failures; and 5) the warranty coverage Kia is offering to vehicles that passed either inspection tests. On September 10, 2025, Kia responded to NHTSA’s IR: Kia reported the change in temperature from ‘cold’ to ‘warm’ engine testing was done to increase accuracy. The inspection test uses diagnostic tools that detects abnormal engine vibrations to identify damaged engines. From the initial launch of the Technical Service Bulletin (TSB) on April 4, 2025 through April 28, 2025, ‘cold’ engine testing resulted in a higher-than-expected failure rate when compared to the pre-recall warranty claim rate. This discrepancy led Kia to re-evaluate its inspection test and found that performing the inspection on a ‘cold’ engine can result in imprecise test results due to normal cold-start vibrations. Kia revised the inspection to ‘warm’ engine testing to minimize vibration interference. Kia sampled the field and performed a comparative analysis between ‘cold’ and ‘warm’ engine testing, and validated that ‘warm’ engine testing was more accurate in identifying damaged engines. Kia also reported the suspension of the recall remedy was due to a software error in the diagnostic tool, which was introduced in concert with the April 29, 2025 launch of the TSB that revised the inspection from ‘cold’ to ‘warm’ engine testing. The software error resulted in all inspection tests reporting false positives for a damaged engine. On April 30, 2025, Kia suspended the remedy until May 7, 2025, which was when the software error was corrected with the release of the latest TSB and software update. The recall remedy remains available to eligible customers. Kia reported owners were not mailed letters concerning the suspension to the recall remedy. Kia reasoned since it resolved the issue faster than it would have taken to draft and mail letters, Kia did not want to create unnecessary customer confusion involving an issue that would have already been addressed upon receipt of a letter. Kia also determined that mailing letters about re-testing engines was unnecessary since those vehicles were already at the dealer awaiting engine replacement. In most instances, Kia Customer Care agents would respond to customer inquiries related to the recall, including remedy availability, dealer issues, and questions about differing test results. Kia provided ODI a review of engine related consumer complaints received on post recall-remedied vehicles. Kia did not find any common patterns or trends related to those complaints following completion of the recall, as the complaints included issues that were unrelated to the subject defect. To aid in the diagnosis of whether a complaint is related to the recall, the remedy includes the installation of a software program, the Piston-ring Noise Sensing System (PNSS), that monitors the engine for unusual noise patterns (an indicator of potential damage to the piston oil rings), and alerts the customer by flashing the check engine light and setting Diagnostic Trouble Code (DTC) P1327. Kia confirmed that it is not offering any specific warranty coverage for this recall. Instead, Kia has instructed dealers to replace the engine, at no cost to the customer, with no time or mileage limitation, following the installation of the PNSS software and the presence of DTC P1327. On September 4, 2025, Kia issued Subsequent Repair Action (SRA) # SC336YZ, which provided engine diagnosis and replacement instructions for vehicles with a potentially related complaint following completion of the recall. Under this SRA, customers whose vehicles set DTC P1327 will have their engine replaced. If DTC P1327 is not set and it is unclear whether the issue is related to the recall, dealers are instructed to contact Kia's Technical Assistance Center to ensure the issue is appropriately handled. Kia notes that any issues determined to be unrelated to the recall are subject to the 10-year / 100,000-mile Powertrain warranty for original purchasers and a 5-year / 60,000-mile Limited Basic Warranty for subsequent purchasers. In summary, Kia identified the insufficiencies of its initial inspection test that led to a pause to its recall campaign, explained why it did not mail letters to affected customers about the paused campaign or revised inspection test, reviewed existing consumer complaints that did not identify any potential trends related to the recall, and identified its warranty coverage for any vehicles exhibiting qualifying engine symptoms. After review of Kia’s response to the IR, ODI has determined that no further action from Kia is necessary at this time, and ODI will close this AQ investigation accordingly. To the National Highway Traffic Safety Administration (NHTSA), I am writing to formally submit a safety complaint regarding my 2023 Kia Seltos, which exhibits a recurring, dangerous defect involving the engine stalling without warning. This defect results in a total loss of power while the vehicle is in operation or attempting to accelerate, posing a critical safety risk. The failure manifests in two primary scenarios: * **Remote Start Failure:** The vehicle frequently stalls immediately after utilizing the remote start feature when shifting into drive. * **Auto Start/Stop Instability:** The Auto Start/Stop system contributes to the engine shutting down unexpectedly when lifting off the brake or attempting to accelerate from a stop. When this occurs, the dashboard illuminates multiple warning lights (e.g., battery, oil, "key not in vehicle"), and the vehicle loses all forward propulsion. On inclines, this defect causes the vehicle to roll backward, forcing the driver to rely solely on emergency braking to prevent a collision. ### Evidence of Widespread Concern My research indicates this is not an isolated incident; numerous Kia owners report identical, dangerous symptoms: * Drivers across various models report the engine shutting down and the vehicle rolling backward on hills, requiring a full power cycle to resume operation. * Some owners report losing all ability to accelerate at traffic lights, accompanied by critical dashboard warnings. * Others report the vehicle shutting off on its own while driving or refusing to start despite the dashboard indicating it is running. The gages fall all the way down, I’m not able to accelerate, engine light, traction light, tire pressure light, crash detection light, and other lights come on and prevents me from being able to drive. This happened on the interstate and almost caused an accident.

The contact owns a 2023 Kia Seltos. The contact stated that while driving at 10 MPH, there was an abnormal fuel odor coming from the vehicle. The vehicle was stopped, and the contact became aware of smoke coming from the engine compartment. A dealer was contacted. The vehicle was towed to the dealer to be diagnosed, and it was determined that the catalytic converter, turbo, and engine needed to be replaced. The vehicle was not repaired. The contact associated the failure with NHTSA Campaign Number: 25V099000 (ENGINE AND ENGINE COOLING); however, the VIN was not included in the recall. The manufacturer was notified of the failure but offered no assistance. The failure mileage was 62,000.

Incident Date: October 26, 2025 Summary: On October 26, 2025, while merging onto a highway at high speed, the vehicle experienced a sudden and total electronic safety system failure. Without driver input, the Forward Collision-Avoidance Assist (FCA) system engaged the brakes (phantom braking), causing a dangerous, unprompted deceleration in active traffic. Simultaneously, the Electric Power Steering (EPS) assist failed, making the steering wheel extremely heavy and difficult to maneuver while trying to merge. Dashboard Alerts: The instrument cluster displayed a "Check Forward Collision-Avoidance Assist system" message, and the following warning lights illuminated: Master Warning, ABS, Traction Control (ESC), and Forward Safety. Attempted Remediation: I pulled the vehicle over and let it cool down for over an hour, but the warning lights and system failures persisted upon restarting. Per manufacturer-recommended troubleshooting found online, I thoroughly cleaned all exterior sensors and was forced to manually disable the collision-avoidance and alert systems via the vehicle's computer settings just to be able to drive the car home safely. Current Safety Concern: Since this event, the vehicle has exhibited increased skidding and inconsistent traction during normal driving conditions. This instability occurs on any road at any time, specifically when performing routine turning maneuvers, and is not limited to winter conditions. This suggests a deeper mechanical or software failure within the ABS/ESC/AWD control modules that cannot be resolved by the driver. This VIN currently shows no active recalls, but the symptoms match the known defects in the SC275 and SC336 campaigns exactly.

The software update may improve system performance, enhance existing features, and apply the latest operating software for supported vehicles (2021-2026MY All Models).
BACK OVER PREVENTION: WARNINGS
PITSTOP: TECHNICAL OPERATIONS: EXTERNAL DAMAGE TO ULTRASONIC SENSOR: This Pitstop provides information related to Parking Distance Warning (PDW) alerts and repairs involving ultrasonic sensors. The PDW system alerts the driver while parking, by calculating distance based on the difference in signal transmission and reception times between the vehicle (ultrasonic sensor) and an object. The membrane film of the ultrasonic sensor is used for object detention and can be damaged by stone chips or foreign substances while driving. Damage to the cover of the ultrasonic sensor can also lead to damage to the internal circuit. As a result of this external damage, the PDW system may not receive the proper signal from the ultrasonic sensor. In some cases, the system may cause a false alarm, no alert, or phantom warnings by a “Warning Lamp’ to be displayed on the cluster. The ultrasonic sensor membrane film should be always inspected for external damage and if any part replacement should be treated as a general repair, not as a warranty claim repair for this concern. (Please note that this Pitstop only applies to models/trims that are equipped with the ultrasonic sensors.)

TECHNICAL SERVICE BULLETIN: IBU LOGIC IMPROVEMENT: This bulletin has been revised to include additional information. New/revised sections of this bulletin are indicated by a black bar in the margin area. This bulletin provides information to upgrade the Integrated Body Control Unit (IBU) software on some 2021-2025MY Seltos (SP2) vehicles produced from November 20, 2019 through January 13. 2025. When the key fob is stored near the vehicle, a signal generated by the IBU for the 'Welcome Function' can cause the key fob battery to become depleted. The ‘Welcome Function' is a convenience feature that activates certain features controlled by the IBU including the puddle lamps (if equipped) when approaching the vehicle with the smart key. By upgrading the IBU software, the ‘Welcome Function' feature prevents the IBU from continuously signaling the key fob after five (5) minutes, improving the key fob battery life.

WARRANTY EXTENSION CAMPAIGN: TECHNICAL SERVICE BULLETIN: HORN ASSEMBLY INSPECTION/REPLACEMEN (WTY038) - This bulletin has been revised to include additional information. New/revised sections of this bulletin are indicated by a black bar in the margin area. This bulletin provides information associated with the ‘Warranty Extension Program’ (WTY038) to inspect and, if necessary, replace the horn assembly on 2021-2024MY Seltos (SP2) vehicles produced from March 21, 2019 through June 21, 2024. The affected vehicles may experience a distorted or an inoperative horn sound caused by corrosion and dust inside the horn assembly. The warranty coverage for repairs related to the horn assembly has been extended from 5 years / 60,000 miles to 10 years / 120,000 miles, whichever comes first, starting from the date the vehicle was first put into service.

ELECTRICAL SYSTEM; ENGINE
This bulletin provides instructions to perform an engine vibration inspection using the Kia Diagnostic System (KDS) tablet on certain Kia engine/model vehicles. The piston oil ring(s) in certain Kia engines may, over time, damage the surface of the engine cylinder wall. This may lead to increased oil consumption which will eventually result in abnormal noise from the engine and/or illumination of the oil pressure warning light. The applicable vehicle may or may not have the Piston Noise Sensing System (PNSS) software installed at the time of an engine vibration inspection. The PNSS software may detect engine noise triggering a DTC P132700.
