Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

The contact owns a 2019 Ford Fusion Energi. The contact received notification of NHTSA Campaign Number: 23V44000 (Electrical System); however, the part to do the recall repair was unavailable. The contact stated that the vehicle was taken to the dealer where it was confirmed that the HV battery needed to be replaced. The contact was informed that the HV battery was ordered on June 6,2025. The contact stated that the manufacturer had exceeded a reasonable amount of time for the recall repair. The manufacturer was made aware of the issue. The contact was informed that parts were on back order and there was no delivery date available. The contact had not experienced a failure. Parts distribution disconnect.

re. recall 23V-440 Issued June 2023 as of March 2025 (one year and 9 months later), on remedy. they now claim one will be available 3Q25, but they also estimated a fix 3Q24. this is an UNACCEPTABLE amount of time to not have a fix and have a formal recommendation not to charge the vehicle.

1. What component or system failed or malfunctioned, and is it available for inspection upon request? Answer: The Hybrid system/battery caught fire. The vehicle is with the Insurance company Allstate, I believe should be available for inspection upon request. 2. How was your safety or the safety of others put at risk? Answer: The vehicle caught fire after just dropping my kid in to his school, the school has to be evacuated as the vehicle burned near the building. 3. Has the problem been reproduced or confirmed by a dealer or independent service center? Answer: There is an existing recall "Phev battery cell degragation" from Ford. Here is the Campaign/NHTSA#: 23S33/23V440 4. Has the vehicle or component been inspected by the manufacturer, police, insurance representatives or others? Answer: The Fire Marshall and the Police was present and we had Police report(case num: [XXX]) and Fire Marshall report(case num: [XXX]) 5. Were there any warning lamps, messages or other symptoms of the problem prior to the failure, and when did they first appear? Answer: I did notice an unusual behavior, like minutes before the fire the AC fan suddenly turned up blowing a non cold air, I attempted to turn off the vehicle 2 or 3 times until the fan and the vehicle completely turned off. I turned it back on to have AC again and it was good, after like less than 5 minutes I turned off the vehicle to get out of the car with my kid to drop him in his school. Manufacturer communications
A bulletin sent by a manufacturer to its dealers. Not a recall, and repairs are not necessarily free.
Various vehicles have had pinpoint tests, guided routines and the Warranty and Policy Manual recentlyupdated for diagnostics and repairs on SYNC generation 3 and later applications. When performingdiagnostics and repairs on SYNC Gen 3 or later, select the diagnostics tab and search for related symptoms,DTCs and keywords. The search results will be shown in the search results pane. Read and follow allTechnical Service Bulletins (TSB), Special Service Message (SSM)s or General Service Bulletin (GSB) first if abulletin specifically addresses the vehicle concern. If there are no messages, run the appropriate diagnosticpinpoint test found in the Workshop Manual (WSM). Follow the steps in the pinpoint test. Make sure to note thetitle of the guided routine, using the correct one for the vehicle's symptom or diagnostic trouble code (DTC) iscritical. Depending on the outcome of the pinpoint test, a repair validation code (RVC) may be generated eitherin the pinpoint test or Guided Routine. If the vehicle concern still exists after following the pinpoint tests orguided routine, then a manual RVC can be generated using the RVC Assist Form. A manual RVC can only begenerated once the above process has been followed.
ENGINE AND ENGINE COOLING
For 2015-2024 Ford and Lincoln vehicles equipped with turbocharged engines and customer concern of an engine oil leak, refer to Workshop Manual (WSM), Section 303-00 for oil leak inspection and testing methods. Ford has evaluated turbochargers replaced for oil leak symptoms and although oil may collect on the external surface of a turbocharger, it is extremely rare for a turbocharger assembly to be the root cause of the oil leak. Careful inspection of the turbocharger oil feed and drain tubes should be performed along with the recommended WSM procedures as needed. Warranty claims for turbocharger replacement going forward will be assessed.
POWER TRAIN
During service and repair requiring removal and replacement of a crankshaft bolt and/or crankshaft damper, achieving proper torque of the crankshaft pulley bolt is critical. Incorrect torque may allow the bolt to loosen resulting in the timing gear breaking and engine damage. Replacement of the bolt is critical to the repair and accurately following the installation procedure in the Workshop Manual (WSM) Section, 303-01 is extremely important. The bolt torque procedure can be found in the crankshaft front seal removal and installation procedure or in the engine assembly procedure.
ELECTRICAL SYSTEM:SOFTWARE; EQUIPMENT:ELECTRICAL:INFOTAINMENT:SOFTWARE; EQUIPMENT:ELECTRICAL:NAVIGATIONAL SYSTEM(GLOBAL POSITIONING SYSTEM)
Some 2019-2020 Edge/F-150/Fusion/Continental/MKZ/Nautilus, 2019-2021 Mustang/Ranger/Transit Connect, 2020-2021 EcoSport/Escape/Expedition/Explorer/F-Super Duty/Aviator/Corsair/Navigator, 2021 Bronco Sport and 2020-2022 Explorer/Aviator vehicles with SYNC 3 may experience various SYNC performance related concerns. This may be due to the SYNC Software. To correct the condition, follow the Service Procedure to update the SYNC module (APIM) software.
ELECTRICAL SYSTEM
In various 2017-2023 Ford and Lincoln vehicles, customers may receive a message in the FordPass or LincolnWay App stating Feature Unavailable. Since this is a fleet vehicle, it cannot access the (SYNC Connect) FordPass or LincolnWay app through the TCU Embedded Modem. If this message appears, the vehicle may be equipped with a fleet telematics module. Replacement of the TCU or TCU related repairs will not prevent this message from appearing. Refer the customer to in app FordPass Guides or LincolnWay Concierge Teams to aid with fleet telematics removal. Open app, select Account > Help > CHAT or CALL option.
