Data refreshed

Owner complaintsComplaints are reports submitted to NHTSA by owners and drivers. NHTSA does not verify most reports before publishing them, and a complaint does not establish that a defect exists. Volume is influenced by how many of a vehicle were sold, how long it has been on the road, and how much attention an issue has received.

Safety recallsA safety recall is issued when a manufacturer or NHTSA determines that a vehicle has a safety-related defect or does not comply with a federal motor vehicle safety standard. Recall repairs are free. Whether a specific vehicle is covered depends on its VIN — a recall listed for a model year does not necessarily apply to every vehicle of that year.

InvestigationsNHTSA opens an investigation to examine whether a safety defect may exist. An open investigation is not a determination that a defect exists, and many investigations close without a recall. Investigations can, however, lead to one.
2
Crash or fire reportedComplaints whose submitter recorded that a crash or a fire occurred. These are the reporter's own answers on the NHTSA form, not verified findings.

FUEL SYSTEM, GASOLINE:DELIVERY:HOSES, LINES/PIPING, AND FITTINGS

Apr 20, 2006
11,886 units potentially affected
The defect: ON CERTAIN PASSENGER VEHICLES, THE FUEL PUMP RETAINING TABS HOLDING THE FUEL LINES WERE DAMAGED DURING PRODUCTION.
The risk: OVER TIME, THIS COULD CAUSE THE FUEL LINES TO LOOSEN FROM THE PUMP RESULTING IN FUEL LEAKAGE. IF AN IGNITION SOURCE WERE PRESENT, THE FUEL MAY IGNITE RESULTING IN A VEHICLE FIRE.
The remedy: DEALERS WILL DEVELOP A SECURING BRACKET THAT WILL SECURE THE FUEL LINES TO THE FUEL PUMP EVEN IF THE PLASTIC RETAINING TABS SHOULD BREAK. THE RECALL BEGAN ON MAY 12, 2006. OWNERS MAY CONTACT SAAB AT 1-800-955-9007.

The defect: CERTAIN PASSENGER VEHICLES EQUIPPED WITH B205/B235 4-CYLINDER GASOLINE ENGINES AND B308 6-CYLINDER GASOLINE ENGINES MAY EXPERIENCE OVERHEATING AND BURNOUT OF THE ISOLATED GATED BIPOLAR TRANSISTOR (IGBT) WITHIN THE IGNITION DISCHARGE MODULE (IDM) DUE TO INCREASED SUSCEPTIBILITY TO ELECTRICAL LOADS.
The risk: OVERHEATING OF THE IGBT OCCURS MOST OFTEN AT ENGINE START-UP, BUT IT MAY ALSO OCCUR WHILE THE ENGINE IS RUNNING. ENGINE STALLING MAY OCCUR, WHICH COULD RESULT IN A CRASH.
The remedy: DEALERS WILL INSPECT TO SEE WHAT VERSION IDM IS IN THE VEHICLE AND REPLACE THE IDM IF IT IS A VERSION BUILT PRIOR TO THE INTRODUCTION OF QP3. AN INTERIM LETTER WILL BE MAILED TO OWNERS IN OCTOBER 2005, INFORMING THEM OF THE CONDITION. PARTS ARE NOW AVAILABLE AND OWNERS WILL BE NOTIFIED TO BRING THEIR VEHICLES IN TO THE DEALERS TO HAVE THE IDM REPLACED BY LETTER DATED MARCH 13, 2006. OWNERS MAY CONTACT SAAB AT 1-800-955-9007.

ON NOVEMBER 19, 2004 GM NOTIFIED ODI OF A DEFECT CONDITION THAT COULD RESULT IN FUEL LEAKAGE AT THE FUEL PUMP CONNECTIONS IN APPROXIMATELY 17,400 MODEL YEAR (MY) 2001 AND 2002 SAAB 9-3 PASSENGER VEHICLES BUILT AT THE UUSIKAUPUNKI, FINLAND ASSEMBLY PLANT BETWEEN MAY 2000 AND JULY 2002 (GM RECALL NO. 14101, NHTSA RECALL NO. 04V-557).ACCORDING TO GM, PLASTIC FUEL PUMP RETAINING TABS HOLDING THE FUEL LINES WERE DAMAGED DURING THE MANUFACTURING PROCESS FOR SOME OF THE 9-3 VEHICLES BUILT AT THE FINLAND PLANT.GM INDICATED THAT, OVER TIME, THIS COULD CAUSE THE FUEL LINES TO LOOSEN FROM THE PUMP RESULTING IN FUEL LEAKAGE WHICH, IN THE PRESENCE OF AN IGNITION SOURCE, COULDCAUSE A VEHICLE FIRE.THE RECALLED VEHICLES WERE FITTED WITH A SECURING BRACKET TO HOLD THE FUEL LINES TO THE FUEL PUMP EVEN IF THERETAINING TABS SHOULD BREAK. RQ05-003 WAS OPENED TO INVESTIGATE COMPLAINTS OF FUEL PUMP RETAINING TAB FAILURE RESULTING IN FUEL LEAKAGE IN MY 2001 SAAB 9-3 VEHICLES BUILT AT THE TROLLHATTEN, SWEDEN PLANT.IN ITS RESPONSE TO RQ05-003 GM INDICATED THAT CONCERNS WITH THE RETAINING TAB FAILURE IN MY 2001 SAAB 9-3 VEHICLES WERE NOT LIMITED TO VEHICLES PRODUCED IN FINLAND.IN AN APRIL 20, 2006 LETTER (COPY ATTACHED), GM INFORMED NHTSA THAT IT WAS EXPANDING ITS RECALL TO INCLUDE THE MY 2001 9-3 VEHICLES BUILT IN SWEDEN (GM RECALL NO. 14101, NHTSA RECALL NO. 06V-126).SAAB PLANS TO BEGIN MAILING OWNER LETTERS FOR THE ADDITIONAL VEHICLES IN MAY 2005.THIS INVESTIGATION IS CLOSED.

I left my home with my daughter in the afternoon to go to the bank and hardware store. I drove to the bank to make a deposit. We had to wait for quite awhile in the drive-through line at the bank, so I turned off my engine a couple of times rather than having the car idle. After making the deposit at the bank, I pulled out of the bank lot and began driving to the hardware store. I had driven for about two minutes and was driving along at approximately 25-30 miles an hour, and suddenly there was a terrible explosion at my left ear and massive pain in my left arm. I thought the car had been shot at and my arm hit. I was terrified we were still being shot at and looked at my daughter whose hands were over her ears. I could tell by that time that I was not bleeding and so was worried that the bullet had hit her. I could hear only faintly out of my left ear. There was smoke and the smell of an explosion. I could see by this time that an airbag had come out of my driver's seat and thought that it had been hit too. My daughter told me she was o.k. and to pull the car over so that we could see what had happened. I was shaking with fear and pain in my arm but finally calmed down enough to park the car and get out to see what had happened. It became clear that the car had not been shot at and that the driver's side seat airbag had simply spontaneously exploded without any warning whatsoever. The driver's seat side seam was completely ripped, multiple pieces of seat foam were lying about, and the air bag in the seat was out and ripped. The seat was still smoking. Luckily I had had my window completely down, or the explosion would have been louder in the car, and my arm and left side could have been more badly injured. I called my longtime Saab repairman who told me that what happened to me was extremely rare. He said I would need a new seat and that the computer system would need to be reset for the airbag system to work again. Insurance will examine soon. I may try GM too.

This PI communicates the requirement to provide a pico file to receive diagnostic assistance from TAC.

General Communication

ELECTRICAL SYSTEM

Vehicle Wide Programming (VWP) is a new process to update software on GM Vehicles. It provides the ability via a single selection within Techline Connect to first identify which modules need updating and then proceed to updating affected modules (with some exceptions). The updating of modules is completed in parallel instead of the technician needing to update one module at a time. This allows a more streamlined approach for dealers and customers.

16-NA-383

ENGINE; FUEL/PROPULSION SYSTEM

This service bulletin advises of a new fuel injection cleaner kit used for decarbonizing the intake valves to correct conditions of rough idle, Crank no start, extended crank or misfire, MIL with DTCs, and explains how Top Tier fuels should be used to reduce carbon build-up.

18-NA-099

This bulletin provides information for use on a Product Assistance Claim (PAC), which is formerly known as a Product Allegation Resolution (PAR) claim.

24-NA-098

ELECTRICAL SYSTEM

This service bulletin provides information for dealers/technicians on Service Programming System (SPS) Error Codes E4398, E4399, E4401, E4403, M4404, M4413, M6954, M6955, E4414, E4423, E4491, E4492, or E6961 and resolution information.

ENGINE AND ENGINE COOLING

This technical bulletin advises of a new fuel injection cleaner kit used for decarbonizing the intake valves to correct conditions of rough idle, Crank no start, extended crank or misfire, MIL with DTCs, and explains how Top Tier fuels should be used to reduce carbon build-up.

Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition. They are not recalls: repairs described in a bulletin are usually only free if the vehicle is still under warranty or the manufacturer has extended coverage.
