Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

The contact owns a 2020 Toyota Rav4 Hybrid. The contact stated while driving 50 MPH, there was an abnormal knocking sound coming from the suspension. The traction control warning light was illuminated. The contact stated that the sound was intermittent. The vehicle was taken to an unknown dealer, where it was determined that the front lower suspension arms were damaged and needed to be replaced. The vehicle was not repaired due to the cost. The contact stated that while coming to a stop on another occasion, there was an abnormal grinding sound coming from the brake area. The vehicle was not repaired after the most recent failure. The manufacturer was not informed of the failure. The contact researched and related the failure to NHTSA Campaign Number: 20V286000 (Suspension); however, the VIN was not included. The failure mileage was approximately 120,000.

The messages "PKSB Malfunction - Visit your dealer" and "Pre-Collision System Malfunction - Visit your dealer" were displayed on the instrument panel. The vehicle was jumpstarted; however, two days later the failure recurred. The vehicle was taken to a dealer twice where it was diagnosed and determined that the battery needed to be replaced. The contact stated that while the vehicle was turned off on several occasions, the liftgate button was depressed and the liftgate was partially raised before freezing. The vehicle was taken to a dealer where it was diagnosed that the driver’s side liftgate hinge had cracked and snapped, causing the liftgate to become inoperable. The vehicle was repaired. On another occasion, the liftgate failed to close fully and failed to operate as intended. The vehicle was taken back to the same dealer where it was diagnosed that the passenger’s side liftgate hinge had cracked and snapped. The vehicle was not repaired. Although the HV Floor Under Wire Harness and Rear Traction Motor Cable is covered by Toyota’s New Vehicle Limited Warranty for 3 years or 36,000 miles (whichever comes first), we at Toyota care about the customers’ ownership experience. Toyota is providing extended coverage under this Customer Support Program for repairs related to excessive corrosion to the wire harness connections at the Rear Motor Generator. Excessive corrosion can cause AM Radio Static during certain drive cycles, or the vehicle may not start.
