Fuel Tank Outlet Flange Leak
The Office of Defects Investigation (ODI) opened PE20-018 on November 5th, 2020, to investigate fuel leak allegations in vehicles equipped with fuel tank outlet flange Part Number AH229039AB. ODI based the investigation on six consumer complaints it had received and, using information gathered from RQ19-004, five field reports and 200 warranty claims in the subject vehicles. At the closing date of PE20-018, the number of related complaints received by ODI has risen to fifteen. In response to an ODI Information Request (IR) letter, Land Rover identified: 57 additional warranty claims (257 total), four additional consumer complaints (ten total), and five dealer field reports.Land Rover?s internal investigation identified a cyclic fuel pressure condition that led to cracks forming in the outlet flanges, resulting in fuel leaks. Fuel tank outlet flange revisions to the subject AH229039AB component increased the rigidity of the outlet flange in the area experiencing the highest stress. As Land Rover continued to assess field returned components, they identified cracks in the vicinity of subsurface voids in the subsequent AH229039AC and AH229039AD fuel tank outlet flanges.Based on the information gathered, Land Rover`s Recall Determination Committee (RDC) elected to recall vehicles with the subject fuel outlet flange and expanded the scope to include all vehicles equipped with fuel outlet flange Part Numbers AH229039AA, AH229039AB, AH229039AC, and AH229039AD. Land Rover will replace the previously listed part numbers with an updated designwhich reduces the pressures exerted on the fuel flange. Recall 21V-635 (covering MY2010-2013 Range Rover Sport and MY2010-2016 LR4 vehicles equipped with 3.0L V6 or 5.0L V8 engines) was reported to NHTSA on February 16, 2021. An interim owner notification letter was distributed in October 2021 alerting owners to the defect and the availability of like for like replacements until the remedy parts become available. Land Rover has indicated that remedy parts will become available in the second quarter of 2022. Correspondence from the fuel outlet flange supplier (Vitesco Technologies) indicated that the components at issue in this investigation were sold exclusively to Land Rover.This Preliminary Evaluation has been closed due to the recall issued by the manufacturer (NHTSA Recall 21V-635). The fifteen consumer complaints reports cited above can be reviewed at NHTSA.gov under the following reference numbers: 11122159, 11155570, 11156894, 11220260, 11255901, 11280630, 11337853, 11375884, 11383192, 11388329, 11420940, 11423024, 11428966, 11431744,11440020.
Spoiler Cover Detachment
The Office of Defects Investigation (ODI) analyzed complaints received from the public and complaint data submitted by Jaguar Land Rover North America (JLR) in response to the Information Request (IR) letter for PE20-007. ODI identified a total of 132 non-duplicative reports alleging incidents in which the spoiler cover detached from the certain Range Rover vehicles while in motion, including 3 resulting in broken windshields, 6 involving detached spoilers striking trailing vehicles with damage unknown, and 4 in which the subject vehicle driver observed trailing traffic swerve to avoid the detached part. ODI?s analysis of warranty data submitted by JLR identified 266 claims to repair detached spoiler covers and 252 claims to repair loose covers. The subject vehicles are covered by a standard warranty of 4 years/48,000 miles. Analysis of part sales data found evidence of continued failures that may be related to the alleged defect after the warranty period, with 5,487 rear spoilers sold through May 2020. The number of spoiler sales related to the alleged defect is unknown.On October 8, 2020, JLR submitted a Defect Information Report (DIR) to NHTSA describing a defect in the adhesive bonding system of the rear spoiler covers in approximately 21,834 MY 2010 through 2011 Range Rover Sport vehicles manufactured from April 27, 2009 through March 28, 2011 (NHTSA Recall 20V-623, JLR Recall N499). JLR?s report states that the recalled vehicles have a bonding agent that has insufficient adhesive properties. After numerous heat cycles the spoiler cover may begin to loosen from air turbulence experienced during high-speed driving. If a loosened spoiler cover is not detected and repaired, the cover may detach from the vehicle while driving and become an airborne road hazard. Detachments are most likely to occur during high-speed driving. JLR's recall remedy will apply a new adhesive to properly secure the upper spoiler cover.This investigation is closed based on Recall 20V-623. Vehicle: 2010 Land Rover Range Rover Sport VIN: [XXX] Issue: A safety recall repair previously performed on my vehicle has failed, recreating the original safety hazard the recall was intended to fix. Details: My vehicle was subject to a recall involving [rear spoiler detachment risk]. The recall repair was “performed “ without proof by Land Rover of Cincinnati in Aug 2023. As of April 2025, the same issue has reoccurred. Specifically: The spoiler detached while driving on interstate 75. (This spoiler never detached before they “fixed” it. - This created a serious safety hazard coming undone in the highway. It actually got a semi trucks front number as he crushed over it..,the semi driver did not stop to report it though. Concern: This indicates the recall remedy may have been improperly performed or is ineffective. I am being told I must pay out of pocket $6500 to fix an issue that should have been resolved under a federally mandated safety recall. Previous recall repair on rear spoiler falling off did not work and it is falling off again. Dealer and manufacturer will not re-repair the manufacturers defect nor their work, leaving the hazard unaddressed. Sees below. NHTSA, Please be advised that Jaguar Land Rover North America is not adhering to the required National Highway Traffic Safety Administration’s official recall, 21V635000, where the rear spoiler falls off due to a manufacturers design defect and potentially can cause a serious accident, injury or even a fatality at highway speeds. The vehicle was previously fixed under recall, but that fix failed. VIN: [XXX] I have been advised by the owner/manager of Land Rover of the Treasure Coast that it is more important that they get reimbursed prior to fixing the defect, despite the safety of others on the road. This needs to be investigated. My concerns are: 1. Did Jaguar Land Rover (JLR) hoodwink NHTSA into a cheap, non-lasting fix just to satisfy the liability and recall requirement? If so, NHTSA should reissue another recall to recheck the previous recall to verify the fix was adequate and either do it again or develop another solution, bringing those affected vehicles in again for additional work. This is especially true since JD Power and other reputable car statistical reviews consistently rate this brand towards the bottom of reliability and repair costs. This historical point demonstrates why the NHTSA should not trust JLR. 2. How important is public safety? If a safety recall was important enough to be issued in the first place, how is it that a follow up repair for the same recall isn’t addressed? Why isn’t there a readily available avenue for reporting this shortcoming on the NHTSA website. Can anyone explain how if a safety recall campaign was important enough to be issued in the first place, why is it not if the same issue fails again, or if the approved resolution was inadequate? I have tried making multiple appointments at the dealership in mobile alabama to get this recall taken care of after 2 attempts I took it to the Nashville dealership. The first attempt in mobile I called before driving over an hour away to the appointment and they didn't have the appointment on there schedule when I had scheduled over a month in advance and the second time I called and they did not having parts in stock even though I made an appointment. I took it to Nashville dropped it off for 5 days while visiting when I came back the recall for the fuel tank still had not been done nor was I notified as to why. They did another recall and it was supposed to be finished by 8am the day I picked it up I wasn't able to leave the dealership until around 3pm due to their negligence and miscommunication still without the recall I brought it in for completed. Now there is a fuel smell and I now have tried making an appointment again with the mobile alabama dealership and they want me to leave it there for days to be completed and suggested I rent a car because they cannot loan a vehicle when this recall is only supposed to take a day.

The contact owns a 2010 Land Rover Range Rover Sport. The contact stated while driving approximately 65 MPH, she heard an abnormal sound coming from the rear windshield wiper. The contact became aware that the wiper arm was hitting a part of the spoiler that had started to detach. The contact stated that she pulled off the road and observed that the upper cover of the rear spoiler had detached and was hanging down over the rear windshield. The contact stated that the panel located in the center of the spoiler where the reflector was mounted was missing. The contact had not taken the vehicle to a local dealer or independent mechanic. The vehicle had not been repaired. The manufacturer had not been notified of the failure. The contact researched online and related the failure to NHTSA Campaign Number: 20V623000 (Structure). The failure mileage was approximately 200,000.

The contact owns a 2010 Land Rover Range Rover Sport. The contact stated that upon standing next to the vehicle in the driveway, he smelled an abnormally strong gasoline odor. The contact stated that he could also smell the gasoline odor inside the vehicle. There was no warning light illuminated. The contact received notification of NHTSA Campaign Number: 21V635000 (Fuel System, Gasoline) and the vehicle was towed to the dealer who informed the contact that they could not complete the recall repair as they did not have the fuel tank retainer plates. The vehicle was not repaired. The contact stated that the manufacturer had exceeded a reasonable amount of time for the recall repair. The manufacturer was made aware of the failure and referred the contact to the dealer for assistance. The failure mileage was approximately 120,000. Parts distribution disconnect.

While driving vehicle suddenly started to rub or grind. I proceeded to get off highway and was left stranded! Luckily this failure happened at a point of highway where I could exit! I believe a faulty transmission input shaft is the reason for the broken vehicle.
