HYDRAULIC PUMP FAILRES
GM IS CONDUCTING A RECALL ON ALL SUBJECT VEHICLES BUILD BETWEEN MAY 1999 AND OCTOBER 14, 1999.SIGNIFICANT CHANGES WERE INCORPORATED INTO PRODUCTION IN EARLY OCTOBER 1999, AND VEHICLES BUILT AFTER THAT DATE HAVE LOWER WARRANTY FAILURE RATES.THE COMPLAINT AND WARRANTY DATA APPEAR TO SUPPORT THE EFFECTIVENESS OF THESE CHANGES. GM MADE ADDITIONAL CHANGES IN NOVEMBER 1999, FEBRUARY 2000, MAY 2001, AND FEBRUARY 2004.ODI WILL CONTINUE TO MONITOR THIS PROBLEM AND WILL TAKE FURTHER ACTION, IF WARRANTED, IN THE FUTURE.FOR FURTHER TECHNICAL DETAILS SEE THE ATTACHED ENGINEERING ANALYSIS REPORT.
HYDRAULIC PUMP SHAFT FAILURES
THE PRELIMINARY EVAULATION IS BEING UPGRADED.DURING THE EA ODI WILL LIMITITS INVESTIGATION TO ONLY THOSE VEHICLES EQUIPPED WITH A HYDRO-BOOST SYSTEM, WHICH PROVIDES POWER ASSIST TO THE BRAKING AND STEERING SYTEMS.VACCUUM BRAKE BOOSTER VEHICLES ARE EXCLUDED.ODI HASEXPANDED THE SCOPE OF THE EA TO INCLUDE MODEL YEARS2003 AND 2004, ASDURING THE PE, ODI LEARNED THAT THE HYDROBOAST PUMPS WERE MODIFIED IN FEBRAURY 2004.THEREFORE,ODI HAS EXPANDED THE SCOPE TO INCLUDE THE ADDITIONAL MODEL YEARS.ODI'S IS CONCERNED BECAUSE THISISA SUDDEN FAILURE THAT AFFECTS TWO CRITICAL SYSTEMS OF THE VEHICLE, BRAKES AND STEERING, AT THE SAME TIME.THE ABILITY OF THE OPERATOR TO HANDLE THE DUAL FAILURES IS A CONCERN. FURTHER, THESE VEHICLES TEND TO BE WORK VEHICLES, WITH SOME OVER 10,000 POUNDS GVWR AND MANY EQUIPPED TO PULL LARGE TRAILERS.DUAL FAILURES OF HEAVILY LOADED VEHICLES AND VEHICLES PULLING TRAILERS FURTHER INCREASES THE SAFETY RISK.ODI PLANS TO CONDUCT TESTING TO QUANTIFY THE BRAKING AND STEERING PERFORMANCE DEGRADATION AND THE IMPACT ON SAFE VEHICLE CONTROL, WHEN A HYDROBOAST PUMP FAILS.

Vehicle regularly stalls while driving, going down hills and any random time at highway speeds, while in traffic, while stopped at traffic controls. This problem happens repeatedly and is apparently related to the “pump mounted driver”, which is prone to failure due to inadequate design for the use and environment. It creates random failures Of the pump to deliver fuel.

DURING OPERATION OF VEHICLE, POWER BRAKING AND STEERING IS LOST. VEHICLE FAILS TO STOP OR STEER EASILY AND THEREFORE WILL NOT STOP IN SAFE DISTANCE. OCCURS USUALLY AT SLOW SPEEDS BUT INCREASES STOPPING DISTANCE AND REQUIRES EXTREME STRENGTH TO TURN. MAY HAPPEN SEVERAL TIMES DURING SHORT TRIP. VEHICLE HAS HYDRAULIC ASSIST (STEERING PUMP) BRAKE SYSTEM. DEFINITELY UNSAFE AND APPEARS CANADA HAS ALREADY ACTED ON.

TL* THE CONTACT OWNS A 2000 CHEVROLET SILVERADO 3500. WHILE DRIVING AT VARIOUS SPEEDS, THE REAR PASSENGER SIDE TURN SIGNAL FAILED WITHOUT WARNING. THE FAILURE RECURRED FOUR TIMES. THE VEHICLE WAS TAKEN TO AN INDEPENDENT MECHANIC WHERE IT WAS DIAGNOSED THAT THE REAR PASSENGER SIDE SOCKET FAILED AND NEEDED TO BE REPLACED. THE VEHICLE WAS REPAIRED BUT THE FAILURE RECURRED. FIRST TIME THE BRAKE FAILURE OCCURRED WAS IN THE DRIVEWAY. MY SON, A NEWLY LICENSED DRIVER WAS TAKING THE VEHICLE TO SCHOOL WHEN HE CAME BACK INTO THE HOUSE AND SAID THE BRAKES ON THE TRUCK DON'T FEEL RIGHT AND THE PEDAL GOES TO THE FLOOR. HE STATED THAT AS HE WAS BACKING OUT OF THE DRIVEWAY, THE BRAKE PEDAL WENT TO THE FLOOR. AS A MECHANIC, I TOOK THE VEHICLE TO THE SHOP AND FOUND THE BRAKE LINE FROM THE MASTER CYLINDER TO THE REAR BRAKES HAD FAILED. I REPLACED THIS LINE. LESS THAN A MONTH LATER ANOTHER BRAKE LINE BURST WHEN I HAD MY FOOT ON THE BRAKE IN A PARKING LOT. THIS TIME IT WAS THE BRAKE LINE FROM THE TEE NEAR THE DIFFERENTIAL GOING TO THE LEFT REAR BRAKE. ALL BRAKE LINES WILL NOW BE REPLACED. MY PERSONAL OPINION IS THIS IS A DEFECTIVE PART. I KNOW I LIVE IN AN AREA WHERE DEICING CHEMICALS ARE USED ON THE ROADS IN WINTER, HOWEVER, TO AVOID RUST PROBLEMS ON THIS VEHICLE, THE UNDERSIDE OF THIS VEHICLE IS POWER WASHED WEEKLY DURING THE WINTER MONTHS TO REMOVE THESE CHEMICALS. FRANKLY, THE BRAKE LINES DO NOT LOOK THAT BAD. IT'S LIKE THEY JUST DEVELOP TINY "PIN HOLES" IN SPECIFIC AREAS. *TR

TL* THE CONTACT OWNS A 2000 CHEVROLET SILVERADO 3500. THE CONTACT STATED THAT THE VEHICLE WAS BEING REPAIRED FOR UNRELATED BODY DAMAGES WHEN HE WAS INFORMED THAT THE DRIVE SHAFT WAS BROKEN. THE CONTACT WAS INFORMED THAT THE POWER STEERING PUMP AND FILTER WOULD HAVE TO BE REPLACED. WHILE TRAVELING WEST BOUND ON MD ROUTE 4, UPPER MARLBORO, MD, THE TRAFFIC LIGHT TURNED TO YELLOW AS I WAS APPROACHING DOWERHOUSE ROAD INTERSECTION. I APPLIED MY BRAKES TO STOP AND THE PEDAL SUDDENLY DROPPED A FEW INCHES. I APPLIED MORE PRESSURE AND THE BRAKE SUDDENLY DROPPED TO THE FLOOR AND I LOST ALL BRAKE PEDAL USE. I BLEW MY HORN AS I WENT THROUGH THE INTERSECTION AS THE LIGHT TURNED RED. I PUMPED THE BRAKES SEVERAL TIMES AND THERE WERE NO BRAKES. I APPLIED THE EMERGENCY BRAKE AND THAT SLOWED MY VEHICLE AND EVENTUALLY STOPPED IT. UPON RETURNING MY VEHICLE TO MY RESIDENCE, EXAMINATION REVEALED THAT THE REAR METALLIC BRAKE LINE ALONG THE LEFT FRAME RAIL HAD RUSTED OR CORRODED THROUGH WHERE THE PLASTIC ANTI CHAFFING CLIP ATTACHED TO THE BRAKE LINE. FURTHER EXAM REVEALED THE FRONT BRAKE LINE HAD ALSO FAILED. THE FRONT BRAKE LINE HAD RUSTED OR CORRODED AT THE FRONT CENTER PLASTIC CLIP ATTACHED TO THE LOWER CROSSMEMBER. THIS WAS A SIMULTANEOUS FAILURE OF BOTH BRAKE LINES FROM THE SAME BRAKING EVENT. ALTHOUGH MY VEHICLE IS A MODEL YEAR 2000, IT HAS ONLY 34,250 ORIGINAL MILES AND IS SELDOM USED IN THE WINTER TIME. IT IS PRIMARILY USED TO TOW MY BOAT AN AVERAGE OF 15 MILES ROUND TRIP TO THE BOAT RAMP. IT HAS NEVER BEEN IMMERSED. *TR

HAD MULTIPLE BRAKE LINE FAILURES IN THE LAST 2 MONTHS. FIRST BEING THE MAIN LINE TO THE REAR BRAKES, THEN BRAKE LINE TO THE RIGHT FRONT WHEEL, THEN LINE TO LEFT FRONT WHEEL. WHILE TRUCK WAS BEING WORKED ON IT WAS NOTICED THAT THE FRONT FRAME RAIL WAS STARTING TO RUST THROUGH NEAR WHERE THE FRONT BUMPER MOUNTS, ALSO NOTICED RUST ON THE FRAME AT FRONT OF CAB AREA, THIS IS NOT SURFACE RUST, THIS IS RUSTED THROUGH THE FRAME AND HAS LARGE RUST SCALES. ELECTRICAL SYSTEM
Vehicle Wide Programming (VWP) is a new process to update software on GM Vehicles. It provides the ability via a single selection within Techline Connect to first identify which modules need updating and then proceed to updating affected modules (with some exceptions). The updating of modules is completed in parallel instead of the technician needing to update one module at a time. This allows a more streamlined approach for dealers and customers.
POWER TRAIN
GM is receiving damaged (cracked or broken) transmission cores returned to the reman facilities. The damage is being caused either in the removal process by the technician, or inadequate packaging or shipping. This bulletin advises the dealers to be more careful not to damage the transmissions during removal and to package the core properly for return.
ENGINE; FUEL/PROPULSION SYSTEM
This service bulletin advises of a new fuel injection cleaner kit used for decarbonizing the intake valves to correct conditions of rough idle, Crank no start, extended crank or misfire, MIL with DTCs, and explains how Top Tier fuels should be used to reduce carbon build-up.
