Pedestrian alert sounds
NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

The contact owns a 2003 Toyota Prius. The contact stated that while driving at 65 MPH, the steering wheel began to vibrate with an unknown message displayed on the instrument panel. As the failure persisted, the message disappeared, and the contact was able to drive to her destination. Upon restart of the vehicle, the contact received a do not drive message on the instrument panel with the steering wheel vibrating. Due to the failure, the contact had the vehicle towed to a dealer where it was diagnosed with a defective steering sensor. Upon investigation, the contact linked the failure to NHTSA Campaign Number: 11V304000 (Steering). The manufacturer was notified of the failure and referred her to the NHTSA Hotline for assistance. The vehicle was not repaired. The failure mileage was approximately 176,000.

OCCASIONALLY, WHEN BRAKING, THE CAR WILL BEGIN TO BRAKE, THEN LURCH FORWARD A LITTLE, AND THEN BRAKE AGAIN PROPERLY. IT'S DISCONCERTING AT BEST AND SCARY AND DANGEROUS AT WORST. I'VE HAD THIS BRAKE PROBLEM FOR YEARS BUT FINALLY REALIZED THAT IT'S A SIGNIFICANT TOYOTA FLAW WITH THE ABS, AND THAT NEWER PRIUSES AND LEXUSES WERE RECALLED BECAUSE OF A SIMILAR PROBLEM. TOYOTA DID NOT RECALL THE 2001-03 PRIUSES AND REFUSE TO ACCEPT THAT IT'S ANYTHING BUT THE RESULT OF AGE (AS PER AUG 2020). HOWEVER, I'VE SEEN ONLINE THAT MANY OWNERS HAVE HAD THIS PROBLEM SINCE THEY FIRST BOUGHT THE CAR! I BOUGHT IT USED AND CAN'T REMEMBER HOW LONG IT'S BEEN HAPPENING. IT'S NOT EVERY TIME I DRIVE THE CAR. IT HASN'T CAUSED AN ACCIDENT, BUT IT CERTAINLY COULD. AND IF I CRASH INTO SOMEONE, IT WILL BE CONSIDERED MY FAULT, EVEN THOUGH IT'S VERY CLEARLY TOYOTA'S FAULT! I'M VERY DISTURBED THAT PEOPLE HAVE BEEN REPORTING THIS ISSUE FOR YEARS, THAT TOYOTA DEALERS HAVE REFERENCED IT AS A PROBLEM, TOO, AND THAT TOYOTA REFUSES TO ACCEPT RESPONSIBILITY AND FIX THE PROBLEM.

WE PURCHASED A 2003 TOYOTA PRIUS IN JUNE OF 2018. IT HAS APPROXIMATELY 140,000 MILES ON IT. WHEN THE WEATHER STARTED GETTING COLDER IN OCTOBER OF 2018, THE CAR EXHIBITED THE FOLLOWING PROBLEM: CAR STEERING WHEEL SHAKES VIOLENTLY FOR SEVERAL SECONDS WHILE EXITING THE DRIVEWAY USUALLY AS WE ARE TURNING THE STEERING WHEEL. THE VEHICLE WAS IN MOTION WHEN THE SHAKING OCCURRED AND IT WAS OFTEN AFTER MAKING A TURN AND/OR STRAIGHTENING THE STEERING WHEEL. IN ORDER TO STOP THE SHAKING, THE CAR HAS TO BE STOPPED. WE HAVE DONE SOME SEARCHES ONLINE AND IT APPEARS THAT THIS PROBLEM IS COMMON FOR THE 2003 TOYOTA PRIUS. HOWEVER, WE CALLED 3 DEALERS AND THEY ALL SAY THEY DON'T KNOW ABOUT IT AND THEY HAVE TO SEE THE CAR AS IT IS SHAKING TO DETERMINE THE CAUSE OF THE ISSUE. SINCE THE WEATHER IS NOW WARMER, IT IS UNLIKELY IT WILL OCCUR UNLESS WE GET A COLD MORNING. WE CANNOT LEAVE THE CAR AT A DEALERSHIP INDEFINITELY. WE WERE PLANNING A TRIP TO IDAHO AND ARE AFRAID TO HAVE THE CAR ON THE ROAD BECAUSE OF THIS ISSUE. DO YOU KNOW ANYTHING THAT WE CAN DO TO CORRECT THIS DEFECT? SHOULD WE CONTACT TOYOTA DIRECTLY?

THERE IS NO THERMOSTAT GAUGE IN A 2003 TOYOTA PRIUS , THE CAR OVER HEATS AND YOU DON'T KNOW UNTIL YOUR IN THE MIDDLE OF TRAFFIC NEARLY GETTING KILLED. TOYOTA WAS CONTACTED, BUT SAY NOT A RECALL AND THEY DON'T HONESTLY CAR CAUSE CAR IS OLD . THAT'S NOT RIGHT , ANYTHING YOU STILL USE FROM CARS OR EVEN MEDICINE HAVE LATER COME BACK TO HURT OR KILLED PEOPLE. THERE IS NO HOT TO COLD GAUGE IN THE CAR , 2003 ONLY . I HAVE INVESTIGATED AND SEE PEOPLE PUBLISH ABOUT THIS BUT LET IT SLIP BY . I WAS DRIVING WITH NO INSTALLED GAUGE AND SURVIVED THROUGH MAKE A LEFT HAND TURN ON A STALLED VEHICLE THAT OVER HEATED AND WAS LATER CHECK BY TOYOTA TECHNICIANS THAT SAID F THERE WAS A THERMOSTAT GAUGE PROBLEM WOULD OF MOST LIKELY BE AVOIDED. SOMEBODY CAN'T KEEP OPEN AND CLOSING THE RADIATOR CAP CAUSE OF THIS MISSING GAUGE . OIL HAS DIPSTICK YOU CHECK !!! SAFELY TOO. NOT GOING FRY MY FACE OR BURN MY HANDS ON KEEP CHECKING THE RADIATOR. PLUS WITH A PROPER GAUGE YOU MIGHT KNOW IF YOUR CAR IS COOLED DOWN OR SAFER TO CHECK. TOYOTA HAD REFUSED TO ADDRESS OR CLAIM ANY ISSUES. CASE# [XXX]. PEOPLE LIVES ON AT STAKE CAUSE THEY WANTED TO A. THIS HAS HAPPENED SEVERAL TIMES INTERMITTENTLY; THE STEERING WHEEL SHAKES WHEN BACKING OUT OF THE GARAGE TURNING INTO THE "TURN-AROUND" SPOT, IT HAS ALSO HAPPENED WHILE TURNING INTO MY DRIVEWAY. MOSTLY AT SLOW SPEEDS, THERE IS A NOISE, GRINDING TYPE, COMING FROM THE STEERING COLUMN. THE DEALER SAID THE BRAKES COULD BE DOING IT, SO THEY REPLACED THE FRONT PADS AND RE-SURFACED THE ROTORS, (AFTER THE $175) THE PROBLEM PERSISTS. WHEN I PUT MY VIN INTO THE NHTSA WEBSITE, THEY TELL ME THERE IS NO RECALL BUT ON .NHTSA.GOV/RECALLS#VEHICLE IT IS INCLUDED, BY YEAR AND IT MUST HAVE BEEN MADE BEFORE 12-31-2002 BECAUSE THAT'S WHEN WE GOT IT. This bulletin includes basic procedures for performing a rescue charge on Ni-MH high voltage (HV) batteries. This bulletin should be used in conjunction with the applicable model and model year Repair Manual while performing a rescue charge. The GRX-5100 should be used wherever the Repair Manual references the Toyota Hybrid System (THS) charger.
STRUCTURE:BODY
The condition known as acid rain is caused by airborne chemicals or particles in the atmosphere, which mix with rainwater, nighttime dew, or high humidity to form acidic compounds. If these contaminants settle and remain on a painted vehicle surface, especially the horizonal areas of the hood, roof, and decklid, significant damage can occur. This damage is the result of actual etching of the paint and appears as pitting or water spots. As acid rain droplets on the vehicle surface evaporate, the concentration strength of the acid increases, causing deeper and more rapid damage. This evaporation and corrosive action also occur more rapidly on dark colored cars as direct sun heat increases. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. In areas known for high frequency and/or concentration of acid rain, frequent vehicle washing during high heat or humidity periods will minimize the potential for paint damage caused by acid rain. It is further recommended that either reverse osmosis or deionized water be used to prevent water spotting.

Acid rain results from rainwater or other airborne moisture that become acidic due to industrial chemical impurities in the atmosphere. If these acidic compounds settle on an exposed vehicle, especially the horizontal areas such as the hood, roof, and decklid, significant damage to the painted surfaces can occur. Acid rain damage can typically be identified on vehicles by the presence of stains on the paint surface that resemble hard water spots. Unlike water spots however, acid rain damage cannot be removed by regular washing procedures. Also, because acid rain can etch and soften the paint, normal buffing or polishing repair procedures should not be attempted. This can cause further damage and result in visible depressions in the paint surface. The following are the three major categories of acid rain damage: •Minor damage: requires only buffing to repair. •Moderate damage: usually requires neutralizing, color sanding, and buffing. •Severe damage: extending beyond 1/2 mil of clearcoat on a pearl, metallic, or solid color, requires neutralization, sanding, and repainting. In cases where acid rain damage is minor, neutralization and buffing with a liquid-type paint finessing product may provide an adequate repair. Only specially formulated products outlined in this bulletin should be used for that purpose. Unfortunately, other than minor damage, there is no simple method of determining the actual extent (depth) of acid penetration other than color sanding a representative affected area until there is no visible etching or depressions, followed by measuring the amount of paint removed with either a magnetic or digital-type film thickness gauge. The procedures in this bulletin are intended for use by qualified body/paint technicians and should not be attempted by inexperienced personnel. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. Perform frequent vehicle washing, as often as daily, during high heat and humidity periods to minimize the potential for paint damage due to acid rain exposure. This is especially important in geographical areas known for high frequency and concentration of acid rain and industrial fallout.

To prevent brake rotor rust from forming during transportation and storage, wheel film will be used instead of a cardboard type of anti-rust cover. The purpose of the wheel film is to shield the disc brake rotor from weather elements and initial rust before the vehicle is delivered to the customer. Consequently, the film should remain on the wheel for as long as possible.

Toyota vehicles are currently protected with RapgardTM protective film designed to protect the horizontal painted surfaces. This material protects from acid rain, environmental fallout, and rail contamination. Follow the Removal Procedure in this bulletin to remove the RapgardTM protective film within 90 days from initial application.
