ENGINE SURGING
THE PETITIONER OWNS A MY 2006 TOYOTA CAMRY WITH A 4-CYLINDER ENGINE THAT WAS PURCHASED NEW IN JANUARY 2006. THE PETITIONER ALSO PREVIOUSLY OWNED A MY 2005 CAMRY. HE ALLEGES THAT BOTH VEHICLES EXHIBITED VEHICLE ENGINE SURGING, WHICH HE DESCRIBED AS A SHORT DURATION (1 TO 2 SECOND) INCREASE IN ENGINE SPEED OCCURRING WHILE THE ACCELERATOR PEDAL IS NOT DEPRESSED. IN AN INITIAL INTERVIEW, THE PETITIONER ESTIMATED THAT 6 TO 8 SURGE INCIDENTS, OF VARYING SEVERITY, OCCURRED IN THE MY 2006 VEHICLE OVER THE COURSE OF 10,000 MILES AND 7 MONTHS OF OWNERSHIP. THE PETITIONER REPORTS THAT THE BRAKE SYSTEM IS EFFECTIVE AT OVERCOMING THE SURGE. HOWEVER, HE IS CONCERNED ABOUT REPORTS FILED WITH NHTSA ALLEGING UNCONTROLLEDSURGING IN MY 2002 TO 2006 CAMRY VEHICLES BRINGING THOSE VEHICLES TO A HIGH RATE OF SPEED (IN SOME CASES, PURPORTEDLY, WITH THE BRAKES APPLIED).AFTER REVIEW AND ANALYSIS OF THE AVAILABLE INFORMATION, ODI HAS NOT IDENTIFIED A VEHICLE-BASED DEFECT THAT WOULD HAVE PRODUCED THE ALLEGED ENGINE SURGE IN THE PETITIONER?S VEHICLE, NOR WAS IT ABLE TO WITNESS SUCH AN EVENT WHEN ROAD TESTING THE PETITIONER?S VEHICLE.EVALUATION OF A SUSPECT THROTTLE ACTUATOR REMOVED FROM THE PETITIONER?S VEHICLE DID NOT REVEAL A COMPONENT PROBLEM. WARRANTY AND PARTS SALES OF THE ACTUATOR ARE UNREMARKABLE.THESE DATA DO NOT SUPPORT THE EXISTENCE OF A WIDE-SPREAD DEFECT OR ONGOING CONCERN. THE FAULT DETECTION AND REACTION STRATEGY DESCRIBED IN TOYOTA?S TECHNICAL DOCUMENTS INDICATES THAT A LOSS OF THROTTLE CONTROL DUE TO A COMPONENT OR SYSTEM FAILURE WOULD BE DETECTED WITHIN A ONE SECOND PERIODAFTER WHICH ENGINE POWER WOULD BE LIMITED. THE PETITIONER?S MY 2006 VEHICLE BRAKE SYSTEM OVERCOMES FULL ENGINE POWER AT EASILY ACHIEVABLE BRAKE PEDAL FORCES. BASED ON THE ANALYSIS CONDUCTED, IT IS UNLIKELY THAT NHTSA WOULD ISSUE AN ORDER FOR THE NOTIFICATION AND REMEDY OF A SAFETY RELATED DEFECT AT THE CONCLUSION OF THE INVESTIGATION REQUESTED IN THE PETITION.CONSEQUENTLY, IN VIEW OF THE NEED TO ALLOCATE AND PRIORITIZE NHTSA?S LIMITED RESOURCES TO BEST ACCOMPLISH THE AGENCY?S SAFETY MISSION, THE PETITION IS DENIED.PLEASE SEE THE MARCH 9, 2007 FEDERAL REGISTER NOTICE FOR FURTHER DETAILS.
VEHICLE SPEED CONTROL
IN A LETTER DATED JULY 8, 2005, AND AFTER EXPERIENCING TWO INCIDENTS (AND ONE CRASH) WHERE HE ALLEGES HIS MODEL YEAR (MY) 2002 CAMRY ACCELERATED WITHOUT DRIVER INPUT, MR. JORDAN ZIPRIN PETITIONED THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION?S (NHTSA) OFFICE OF DEFECTS INVESTIGATION (ODI) TO COMMENCE A PROCEEDING TO DETERMINE THE EXISTENCE OF A DEFECT WITHIN THE ETC SYSTEM IN MY 2002 TO 2005 TOYOTA AND LEXUS VEHICLES, OR TO REOPEN A PRIOR INVESTIGATION PRELIMINARY EVALUATION (PE) 04-021.IN A LETTER DATED AUGUST 18, 2005, MR. ZIPRIN AMENDED HIS PETITION TO INCLUDE ALLEGATIONS OF INTERRELATED BRAKE AND ACCELERATION PROBLEMS THAT ALLEGEDLY RESULT IN INAPPROPRIATE AND UNCONTROLLABLE VEHICLE ACCELERATIONS.THE 1172 VEHICLE OWNER QUESTIONNAIRE REPORTS CITED BY THE PETITIONER INVOLVE 4 LEXUS AND 15 TOYOTA MODELS DEFINING A POPULATION OF 7 MILLION VEHICLES.THE REPORTS TYPICALLY ALLEGED A DEFECT IN THE BRAKE SYSTEM, THE THROTTLE CONTROL SYSTEM, OR A COMBINATION OF BOTH SYSTEMS.IN ITS REVIEW OF THE REPORTS, ODI A) FAILED TO FIND EVIDENCE TO SUPPORT THE EXISTENCE OF A BRAKE RELATED DEFECT IN THE CITED MODELS, AND B) DETERMINED THAT MANY CITED PRODUCTS WERE NOT EQUIPPED WITH ETC.ACCORDINGLY, ODI RESTRICTED ITS ANALYSIS TO THE 432 PETITIONER REPORTS INVOLVING MY 2002 TO 2005 CAMRY, SOLARA, AND ES MODELS (ALL EQUIPPED WITH ETC) THAT ALLEGED AN ABNORMAL THROTTLE CONTROL EVENT (SEE THE JANUARY 3, 2006 FEDERAL REGISTER NOTICE FOR FURTHER DETAILS).ABOUT 40% OF THE 432 REPORTS INVOLVE A DRIVEABILITY CONCERN WHERE THE OPERATOR INTENTIONALLY APPLIES THE THROTTLE PEDAL, IN EXPECTATION THAT THE VEHICLE WILL ACCELERATE, AND THEN EXPERIENCES A DELAY OR HESITATION IN VEHICLE RESPONSE.THESE REPORTS INVOLVE VEHICLE RESPONSE TO INTENTIONAL DRIVER COMMANDS WHICH ODI CONSIDERS UNRELATED TO THE ALLEGATIONS RAISED BY THE PETITIONER.THEREFORE, THE REPORTS DO NOT PROVIDE SUPPORT FOR THE INVESTIGATION REQUESTED.ABOUT 20% OF THE REPORTS INVOLVE INCIDENTS WHERE OPERATORS ALLEGE VEHICLE ACCELERATION WITHOUT DRIVER INPUT AND AN INABILITY OF THE BRAKE SYSTEM TO CONTROL THE VEHICLE WHEN APPLIED.NEITHER THE REPORTS, NOR THE INTERVIEWS CONDUCTED BY ODI, IDENTIFIED ANY VEHICLE-BASED CAUSE TO EXPLAIN THE INCIDENTS OR DISCLOSED EVIDENCE TO SUPPORT THAT A FAILURE OF THE BRAKE OR THROTTLE CONTROL SYSTEM HAD OCCURRED.BECAUSE THESE REPORTS DO NOT INDICATE A DISTINCT SAFETY DEFECT FOR INVESTIGATION, THE REPORTS DO NOT PROVIDE SUPPORT FOR THE INVESTIGATION REQUESTED BY THE PETITIONERTHE REMAINING REPORTS (~ 40%, SIMILAR TO THE PETITIONER?S AND THOSE OF PE04-021) TYPICALLY DESCRIBE INCIDENTS WHERE A VEHICLE IS BEING MANEUVERED AT SLOW SPEED IN A CLOSE QUARTER SITUATION AT WHICH POINT THE OPERATOR ALLEGES THAT THE VEHICLE ACCELERATES WITHOUT DRIVER INPUT AND CRASHES.IN THE AFTERMATH, OPERATORS ARE UNSURE OF WHETHER THE BRAKES WERE APPLIED OR NOT, SOMETIMES STATING THERE WAS INSUFFICIENT TIME TO USE THE BRAKE; A CRASH OCCURRED AND THE OPERATOR BELIEVES AN UNCOMMANDED ACCELERATION CAUSED IT.IN SPITE OF THE EFFORT EXPENDED DURING PE04-021 AND DURING THIS ANALYSIS, ODI HAS NOT IDENTIFIED ANY VEHICLE-BASED CAUSE TO EXPLAIN THE REPORTS, OR UNCOVERED ANY EVIDENCE TO INDICATE THAT A THROTTLE CONTROL SYSTEM FAILURE OCCURRED.THEREFORE, THE REPORTS HAVE AMBIGUOUS SIGNIFICANCE AND DO NOT CONSTITUTE A BASIS ON WHICH ANY FURTHER INVESTIGATIVE ACTION IS WARRANTED.BASED ON THE ANALYSIS CONDUCTED, IT IS UNLIKELY THAT THE NHTSA WOULD ISSUE AN ORDER FOR THE NOTIFICATION AND REMEDY OF A SAFETY RELATED DEFECT AT THE CONCLUSION OF THE INVESTIGATION REQUESTED IN THE PETITION.CONSEQUENTLY, IN VIEW OF THE NEED TO ALLOCATE AND PRIORITIZE NHTSA?S LIMITED RESOURCES T

My wife was in a crash that totaled my 2004 Camry. She swerved to miss a deer and was pulled off the road and into two utility poles and several areas of fence. None of the airbags deployed and the crash was well over the 14 mph speed limit suggested for the airbags to deploy. My wife was seriously injured and was lucky the seatbelt held her back. She spent time in a hospital and broken two ribs and bruised her heart. This could have been avoided if the airbags deployed. No warning signs and the vehicle was inspected on time every time. No recalls.

The SRS warning light came on. I took it to my mechanic and he tested the sensor. He said the code that showed is B1821...Open in Side Squib (D Seat Side) Circuit. He said I needed to take it to a Toyota Dealer. I have an appointment with one on 4/17/25.

The power steering freezes up upon the slightest amount of street water ponding making it almost impossible to turn the steering wheel. I have experienced a number of scary situations that make driving this car in wet elements very very difficult. As a result I generally refrain from driving altogether under these conditions. This dangerous problem must be fixed soon! I HAVE MENTIONED THIS PROBLEM IN THE PAST TO MY LOCAL DEALER (TOYOTA OF DALLAS)

The contact owns a 2004 Toyota Camry. The contact stated while the vehicle was idling there was an abnormal fuel odor detected. The contact stated that there was also a grinding sound while applying the brakes. There was no warning light illuminated. The vehicle was taken to the local dealer and diagnosed with a fuel leak and ABS sensor failure. The vehicle was repaired. Additionally, the tank was rusted and was also replaced. The manufacturer was notified of the failure. The approximate failure mileage was 78,000.

To prevent brake rotor rust from forming during transportation and storage, wheel film will be used instead of a cardboard type of anti-rust cover. The purpose of the wheel film is to shield the disc brake rotor from weather elements and initial rust before the vehicle is delivered to the customer. Consequently, the film should remain on the wheel for as long as possible.
STRUCTURE:BODY
The condition known as acid rain is caused by airborne chemicals or particles in the atmosphere, which mix with rainwater, nighttime dew, or high humidity to form acidic compounds. If these contaminants settle and remain on a painted vehicle surface, especially the horizonal areas of the hood, roof, and decklid, significant damage can occur. This damage is the result of actual etching of the paint and appears as pitting or water spots. As acid rain droplets on the vehicle surface evaporate, the concentration strength of the acid increases, causing deeper and more rapid damage. This evaporation and corrosive action also occur more rapidly on dark colored cars as direct sun heat increases. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. In areas known for high frequency and/or concentration of acid rain, frequent vehicle washing during high heat or humidity periods will minimize the potential for paint damage caused by acid rain. It is further recommended that either reverse osmosis or deionized water be used to prevent water spotting.

Acid rain results from rainwater or other airborne moisture that become acidic due to industrial chemical impurities in the atmosphere. If these acidic compounds settle on an exposed vehicle, especially the horizontal areas such as the hood, roof, and decklid, significant damage to the painted surfaces can occur. Acid rain damage can typically be identified on vehicles by the presence of stains on the paint surface that resemble hard water spots. Unlike water spots however, acid rain damage cannot be removed by regular washing procedures. Also, because acid rain can etch and soften the paint, normal buffing or polishing repair procedures should not be attempted. This can cause further damage and result in visible depressions in the paint surface. The following are the three major categories of acid rain damage: •Minor damage: requires only buffing to repair. •Moderate damage: usually requires neutralizing, color sanding, and buffing. •Severe damage: extending beyond 1/2 mil of clearcoat on a pearl, metallic, or solid color, requires neutralization, sanding, and repainting. In cases where acid rain damage is minor, neutralization and buffing with a liquid-type paint finessing product may provide an adequate repair. Only specially formulated products outlined in this bulletin should be used for that purpose. Unfortunately, other than minor damage, there is no simple method of determining the actual extent (depth) of acid penetration other than color sanding a representative affected area until there is no visible etching or depressions, followed by measuring the amount of paint removed with either a magnetic or digital-type film thickness gauge. The procedures in this bulletin are intended for use by qualified body/paint technicians and should not be attempted by inexperienced personnel. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. Perform frequent vehicle washing, as often as daily, during high heat and humidity periods to minimize the potential for paint damage due to acid rain exposure. This is especially important in geographical areas known for high frequency and concentration of acid rain and industrial fallout.

Toyota vehicles are currently protected with RapgardTM protective film designed to protect the horizontal painted surfaces. This material protects from acid rain, environmental fallout, and rail contamination. Follow the Removal Procedure in this bulletin to remove the RapgardTM protective film within 90 days from initial application.

Vehicles may occasionally be subjected to contamination by airborne iron particles shed from railroad tracks, train wheels, exposure to heavy machinery facilities, grinding, welding, etc. This type of contamination can be identified by the presence of small, red or brown particles on the paint surface. These particles are often difficult to see on dark color paints but can be easily felt when brushing a hand across horizontal body surfaces such as the hood, roof, or deck lid. Follow the Repair Procedure in this bulletin to clean vehicles that may have been subjected to contamination by airborne iron particles such as rail dust during rail transportation or extended storage near industrial areas.
