The defect: Southeast Toyota Distributors, LLC (SET) is recalling certain 2005-2011 4Runner, Highlander, Sequoia, and Sienna, 2005-2010 Avalon and Tundra, 2006-2008 Camry Solara, 2006-2010 Highlander hybrid, 2006-2011 Rav4 and Tacoma, 2007-2010 FJ Cruiser, 2007-2011 Camry hybrid, 2009-2010 Venza, 2010-2012 Prius, 1988-1990 and 2005-2010 Camry, and 1989 and 2009-2010 Corolla vehicles equipped with aftermarket accessory seat heaters with a copper strand heating element. The electrical wiring in the seat heaters may be damaged when the seat cushion is compressed.
The risk: If damaged, the copper strand heating element may short circuit, increasing the risk of a fire.
The remedy: SET will notify owners, and dealers will disconnect the seat heaters, free of charge, and refund the purchase price of the seat heater accessory. The recall began on July 14, 2016. Owners may contact SET customer service at 1-866-405-4226. SET number for this recall is SET16B.

The defect: Southeast Toyota Distributors, LLC (SET) is recalling certain model year 2010-2011 Prius and Corolla, 2009-2011 Venza, 2006-2010 Avalon, 2007-2010 FJ Cruiser, 2005-2011 Sienna and Sequoia, 2006-2011 Tacoma 4x2 and 4x4, Camry, Highlander, Tundra 4x2 and 4x4, and 2007-2011 Rav4 and 4Runner. The affected vehicles may experience compression of the seat cushion which may damage the seat heater wiring.
The risk: Damage to the seat heater wiring could cause the wires to short, increasing the risk of the seat burning and causing personal injury to the occupant.
The remedy: SET will notify owners, and dealers will disconnect the heaters with copper strand heating elements and refund the purchase price of the seat heater accessory, free of charge. The recall is expected to began in January 2015. Owners may contact SET customer service at 1-866-405-4226.

The defect: Toyota is recalling certain model year 2007-2009 Camry, Camry Hybrid, RAV4, Corolla, Corolla Matrix, Tundra, Sequoia, Highlander, Highlander Hybrid, Yaris, Scion xB, Scion xD and Pontiac Vibe vehicles. The power window master switch assemblies in some of these vehicles were built using a less precise process for lubricating the internal components of the switch assemblies. Irregularities in this lubrication process may cause the power window master switch assemblies to malfunction and overheat.
The risk: If the switch overheats, it may melt, possibly resulting in a fire.
The remedy: Toyota will notify its owners, and dealers will inspect the switch and apply a special grease that inhibits heat build up or replace any switch damaged by the defect, free of charge. Toyota owners that experience a problem with a switch should not attempt to make repairs, but should contact their Toyota dealer or the Toyota Customer Experience Center at 1-800-331-4331. General Motors will contact the Pontiac Vibe owners affected by this recall and GM dealers will inspect and repair switches as necessary. Those owners may contact Pontiac Customer Care at 1-800-762-2737.

THE DRIVER SIDE FLOOR MAT WILL NOT INTERFERE WITH THE THROTTLE PEDAL IF PROPERLY SECURED USING THE RETAINING HOOKS PROVIDED BY TOYOTA.HOWEVER, IF THE ALL WEATHER MAT IS UNSECURED AND MOVES FORWARD FROM ITS INTENDED POSITION IT CAN ENTRAP THE THROTTLE PEDAL AT THE FULLY OPEN POSITION AFTER IT HAS BEEN DEPRESSED.THIS CAN HAPPEN REGARDLESS OF WHETHER OR NOT ANOTHER MAT (CARPET) IS UNDERNEATH.WHEN THIS OCCURS, SOME OPERATORS REACT BY APPLYING THE BRAKE PEDAL MULTIPLE TIMES, DEPLETING THE BRAKING SYSTEM'S (VACUUM BASED) POWER ASSIST.STOPPING THE VEHICLE WITH UNASSISTED BRAKING WHILE THE THROTTLE IS FULLY OPEN REQUIRES SIGNIFICANT PEDAL FORCE, WHICH SOME OPERATORS DID NOT, OR WERE UNABLE TO, APPLY FOR THE REQUIRED DURATION.CONTINUED DRIVING IN THIS CONDITION RESULTS IN OVERHEATED BRAKES, WHICH FURTHER DIMINISHES THE BRAKING EFFECTIVENESS.SOME OPERATORS ATTEMPTED TO TURN THE VEHICLE OFF BY DEPRESSING THE ENGINE CONTROL BUTTON, HOWEVER THEY WERE UNAWARE THE BUTTON HAD TO BE DEPRESSED FOR THREE SECONDS TO STOP THE ENGINE WHEN THE VEHICLE IS IN MOTION; THIS FUNCTIONALITY WAS NOT EXPLAINED ADEQUATELY IN THE OWNER'S MANUAL.IN ODI INTERVIEWS, OWNER'S REPORTED THEY WERE UNAWARE THE ALL WEATHER MAT HAD THE POTENTIAL TO INTERFERE WITH THE THROTTLE PEDAL, ADVISING THAT THIS WAS NEVER PROPERLY EXPLAINED GIVEN THE SIGNIFICANT HAZARD IT REPRESENTED.OWNERS REPORTED SEVERAL EXPLANATIONS FOR WHY THE MAT WAS UNSECURED, INCLUDING THAT THE VEHICLE WAS DELIVERED IN THIS CONDITION (MOST COMMON REASON), OR THAT THEY HAD (UNWITTINGLY) INSTALLED THE MAT THEMSELVES, OR THAT ANOTHER PARTY, SUCH AS A CAR WASH ATTENDANT, HAD DISTURBED THE MAT WITHOUT THE OWNER'S KNOWLEDGE.ONE CONSUMER REPORTED THAT THEIR VEHICLE WAS DELIVERED WITHOUT THE RETAINING DEVICES INSTALLED.IN A SEPTEMBER 26, 2007 LETTER TO NHTSA, TOYOTA INDICATED THAT THEY WOULD CONDUCT A SAFETY RECALL TO REPLACE THE ALL WEATHER MAT WITH A REDESIGNED MAT.ACCORDING TO TOYOTA, THE NEW MAT DESIGN WILL REDUCE THE POTENTIAL FOR MAT INTERFERENCE WITH THE THROTTLE PEDAL.THE POPULATION NOTED ABOVE REPRESENTS THE NUMBER OF SUBJECT MATSTHAT HAVE BEEN SOLD IN THE UNITED STATES.SINCE TOYOTA CANNOT IDENTIFY WHICH VEHICLES MAY HAVE THE SUBJECT MATS, THEY WILL SEND A LETTER TO ALL REGISTERED OWNERS OF THE SUBJECT VEHICLES (ESTIMATED 750K) ADVISING THEM OF THE CONCERN AND REMEDY.A COPY OF THAT LETTER WILL BE POSTED TO NHTSA'S WEB SITE UNDER RECALL 07E-082; IT CONTAINS A DESCRIPTION OF THE CONDITION AND THE ACTIONS AN OPERATOR SHOULD TAKE IN THE EVENT THROTTLE ENTRAPMENT OCCURS WHILE DRIVING.THE FATALITY INCIDENT NOTED ABOVE OCCURRED IN JULY 2007 AND WAS INVESTIGATED BY NHTSA'S SPECIAL CRASH INVESTIGATIONS OFFICE.IT HAS NOT BEEN REPORTED ON A VEHICLE OWNER QUESTIONNAIRE.THE OPERATOR REPORTEDLY TRAVELLED AT SPEEDS IN EXCESS OF 100 MPH FOR AN ESTIMATED EIGHT MILES ON AN INTERSTATE IN CALIFORNIA BEFORE IT STRUCK TWO OTHER VEHICLES.ONE OF THE STRUCK VEHICLES AND THE SUBJECT VEHICLE CAUGHT FIRE.THE OCCUPANT OF THE STRUCK VEHICLE DID NOT EVACULATE AND DIED AT THE SCENE.THE SUBJECT VEHICLE DRIVER SUFFERED A BROKEN BONE.THE CALIFORNIA HIGHWAY PATROL IS INVESTIGATING THE INCIDENT ALSO.ODI DID NOT ISSUE AN INFORMATION REQUEST LETTER DURING THIS INVESTIGATION.THE TOYOTA REPORTS NOTED ABOVE WERE REPORTED DURING PRELIMINARY EVALUATION PE07-016 AND ARE CURRENT THROUGH APRIL 2007 FOR MY 2007 LEXUS ES350 ONLY.ODI DOES NOT HAVE FIELD EXPERIENCE DATA FROM TOYOTA FOR CAMRY VEHICLES.THROTTLE ENTRAPMENT DUE TO IMPROPERLY INSTALLED FLOOR MATS COULD BE A CONCERN IN ALL VEHICLES.THEREFORE, DRIVERS SHOULD ALWAYS ENSURE THEIR FLOOR MATS ARE PROPERLY AND SAFELY INSTALLED.THIS INCL

The contact owns a 2008 Toyota Camry. The contact received a warranty-enhanced program related to the dashboard. The vehicle was taken to a dealer where the repair was performed, but the vehicle experienced the failure approximately two years later. The contact stated that while driving on several occasions, a sticky film on the dashboard created a glare, obstructing the driver's vision of the driver. On one occasion, while attempting to lower the sun visor, the contact’s left arm got stuck on the dashboard, and force was needed to remove the arm from the dashboard. The contact’s arm was burning after being removed from the dashboard, and there were marks on the left arm. The contact used burn ointment on the arm, but no medical attention was needed. The manufacturer was notified of the failure. The failure mileage was approximately 100,000.

The dashboard in my 2008 Toyota Camry LE has deteriorated over time and has melted, becoming sticky and glossy. This condition causes sunlight to reflect off the dashboard onto the windshield, creating a strong glare. This glare significantly impairs my visibility while driving, especially in bright daylight conditions. At times, I am unable to clearly see traffic, road conditions, or other vehicles. This creates a dangerous situation and increases the risk of a crash. The issue has progressively worsened over time. There were no warning messages or indicators prior to this condition developing. The problem appears to be caused by the dashboard material degrading under normal use and heat exposure. I reported this issue to Toyota dealers, including Fremont Toyota and Milpitas Toyota, but no corrective action was taken. The condition remains unresolved. The defective dashboard is available for inspection upon request. This issue represents a safety hazard due to reduced driver visibility.

The contact stated that while starting the vehicle, the Power Steering, Service Vehicle, Traction Control, and ABS warning lights illuminated, and the speedometer failed to display the speed. The vehicle was taken to the dealer, who diagnosed that the sensors for the front wheels had failed. The contact purchased and replaced the sensors; however, the failure persisted. The manufacturer was informed of the failure. The failure mileage was approximately 147,000.

Issue Description: Melting Dashboard Creating Driving Hazard I am reporting a serious safety hazard involving my 2008 Toyota Camry, which has developed a melting/sticky dashboard condition that significantly affects driver visibility and safety during daylight driving. Nature of the Problem: •The dashboard has become soft, shiny, and sticky to the touch, especially in warmer temperatures. •The melting material creates a high-gloss surface, which leads to excessive glare on the windshield. •This reflection severely impairs forward visibility, especially under sunlight or direct light conditions, such as during midday driving or on sunny days. •The dashboard’s condition is progressively worsening, becoming a constant distraction and hazard when driving. •The condition also poses potential chemical exposure risks, as the degraded dashboard material emits a strong odor and residue. Safety Concerns: •Visual impairment due to reflection: The dashboard acts like a mirror, reflecting sunlight directly into the driver’s line of sight. •Increased accident risk: The glare limits the driver’s ability to clearly see pedestrians, other vehicles, traffic signals, and road signs. •Heat-related degradation: The softening dashboard may also interfere with airbag deployment zones or deteriorate structural safety components over time. Request for Action: I respectfully request the following: 1.That this issue be formally investigated as a safety defect by the relevant vehicle safety authority. 2.That Toyota issue a recall or safety repair program for affected vehicles, if not already done. 3.That an evaluation be conducted to determine if the airbag function is compromised by the dashboard’s current state. Previous Attempts to Resolve: I have attempted to contact Toyota Customer Service and/or local dealerships, but have not received a resolution to date. The problem persists and continues to pose a daily driving hazard.

We took ownership of the vehicle in March 2025. It wasn’t until then when we finally attempted driving it that I realized the dashboard had begun melting. It is shiny and sticky. The Camry was owned by my wife’s elderly parents. Her father was disabled and had stopped driving the car before passing and her mother has dementia. Neither of them were aware of the dashboard recall program or the warranty extension that ended in 2017. Had her father and mother notified us of the problem we would have had it taken care of under the time limit, but they didn't. They purchased it new and the vehicle was mostly garaged, with only 37,000 miles to date most of which were in the first 2 years they owned it. The melting dashboard creates dangerous glare reflecting onto the windshield making it difficult to see. This poses a significant safety hazard when driving on a sunny day, not only to us but to those driving near us, risking a multi-car accident. We have had several close calls while driving this car. This situation has placed us in a difficult position. I am [XXX] and [XXX], we rely on this vehicle for regular transportation to [XXX] and medical appointments. We live on a fixed income and are unable to afford the cost of dashboard replacement. Given these circumstances and the fact that we only recently became aware of the issue we want Toyota to do the right thing and replace the dashboard as they committed to do. Acid rain results from rainwater or other airborne moisture that become acidic due to industrial chemical impurities in the atmosphere. If these acidic compounds settle on an exposed vehicle, especially the horizontal areas such as the hood, roof, and decklid, significant damage to the painted surfaces can occur. Acid rain damage can typically be identified on vehicles by the presence of stains on the paint surface that resemble hard water spots. Unlike water spots however, acid rain damage cannot be removed by regular washing procedures. Also, because acid rain can etch and soften the paint, normal buffing or polishing repair procedures should not be attempted. This can cause further damage and result in visible depressions in the paint surface. The following are the three major categories of acid rain damage: •Minor damage: requires only buffing to repair. •Moderate damage: usually requires neutralizing, color sanding, and buffing. •Severe damage: extending beyond 1/2 mil of clearcoat on a pearl, metallic, or solid color, requires neutralization, sanding, and repainting. In cases where acid rain damage is minor, neutralization and buffing with a liquid-type paint finessing product may provide an adequate repair. Only specially formulated products outlined in this bulletin should be used for that purpose. Unfortunately, other than minor damage, there is no simple method of determining the actual extent (depth) of acid penetration other than color sanding a representative affected area until there is no visible etching or depressions, followed by measuring the amount of paint removed with either a magnetic or digital-type film thickness gauge. The procedures in this bulletin are intended for use by qualified body/paint technicians and should not be attempted by inexperienced personnel. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. Perform frequent vehicle washing, as often as daily, during high heat and humidity periods to minimize the potential for paint damage due to acid rain exposure. This is especially important in geographical areas known for high frequency and concentration of acid rain and industrial fallout.

The condition known as acid rain is caused by airborne chemicals or particles in the atmosphere, which mix with rainwater, nighttime dew, or high humidity to form acidic compounds. If these contaminants settle and remain on a painted vehicle surface, especially the horizonal areas of the hood, roof, and decklid, significant damage can occur. This damage is the result of actual etching of the paint and appears as pitting or water spots. As acid rain droplets on the vehicle surface evaporate, the concentration strength of the acid increases, causing deeper and more rapid damage. This evaporation and corrosive action also occur more rapidly on dark colored cars as direct sun heat increases. It is the dealer’s responsibility to protect and maintain the quality of the vehicle’s paint finish after receipt at the dealership prior to the first sale. In areas known for high frequency and/or concentration of acid rain, frequent vehicle washing during high heat or humidity periods will minimize the potential for paint damage caused by acid rain. It is further recommended that either reverse osmosis or deionized water be used to prevent water spotting.

To prevent brake rotor rust from forming during transportation and storage, wheel film will be used instead of a cardboard type of anti-rust cover. The purpose of the wheel film is to shield the disc brake rotor from weather elements and initial rust before the vehicle is delivered to the customer. Consequently, the film should remain on the wheel for as long as possible.

Vehicles may occasionally be subjected to contamination by airborne iron particles shed from railroad tracks, train wheels, exposure to heavy machinery facilities, grinding, welding, etc. This type of contamination can be identified by the presence of small, red or brown particles on the paint surface. These particles are often difficult to see on dark color paints but can be easily felt when brushing a hand across horizontal body surfaces such as the hood, roof, or deck lid. Follow the Repair Procedure in this bulletin to clean vehicles that may have been subjected to contamination by airborne iron particles such as rail dust during rail transportation or extended storage near industrial areas.

Manufacturers file copies of the bulletins they send to dealers with NHTSA. These often describe diagnostic or repair procedures for a known condition.
